Lets assume you are studying for 6 months. For 1st 2 months, don't solve previous year papers. Concentrate on obtaining knowledge After 2 months, start solving prev year papers. After 4 months(from beginning), start taking test series from any academy.

If you have already prepared for UPSC by studying ncert books, then there s no need to read TN text books again. You just have to study additionally for some specific topics in TNPSC syllabus- TN History, geography, literature etc. Download TNPSC syllabus and go through it. You will get a good idea

These trivial facts are NOT needed for the exam. Dont get deviated from the sylllabus. DPSP is JUST A GUIDE for central govt and state govts. There is NO compulsion for a govt to bring a scheme under DPSP, there is only a Moral and constitutional obligation.

Yes, same applies for TNPSC also. Language doesn't matter, your answer does. If you are comfortable with English, go for it. Else, stick with Tamil
