Are you know you can connect the hart communicator to the analog transmitter direct with out the 250ohm resistance if your system is DCS or PLC , try it .
we can connect the 250 ohms resister anywhere in the loop....If the loop have 250 ohm resister no need to put Resister manually....But nowadays these resister is inbuild in the loop for DCS and PLC

How we are getting mA signal? Bcz we connect HART in parallel to transmitter which means we equally receive 24V signal from source. Or is mA from transmitter output are receiving on HART?

we have a hart communicator, but we give supply 24 v (+ve) terminal direct to transmitter. and -ve terminal series with hart communnicator & resistor to transmiiter. bt ur video heart communicator connection in parallel. why like that?
we always need... there is no voltage chabge between 0-24. Tx required stable 24V and he send the signal in 4-20mA.. this 4-20mA get converted into 1-5volt.... i would suggest you to just watch this full video again this will clear your all doubts.
in some TX there is inbuilt 250ohm resistor available inside and if we 250 ohm R is available inside HART then it will create a conflict between TX and HART.
