Part of the benefit of the rule of two is that only 2 people are drawing on the dark side of the force, so it is much more potent than if it were spread among hundreds or thousands. This is why even lower tier Sith are generally more powerful than an average Jedi with the rule of 2.

Doesn't matter how many people there are who use the Dark Side/Light Side at all, it depends on how much control of the force in general the user has, there is no finite amount of power you can have if you are surrounded by other Sith/Jedi. The Rule of Two, is meant to cull the weakest Sith, instead of having an army of them, who then kill the more proficient force users with numbers and infighting, thereby weakening the order or destroying it. If you kill your Sith master, then take an apprentice as well and they kill you after you teach them everything you know, they become stronger. When their apprentice eventually kills them, they become stronger than both of you. Which is why the Rule of Two was created by Darth Revan, later used by Darth Bane and even more so Darth Sidious, to even greater effect. So that each Sith master/apprentice duo would be stronger than the last. He also encouraged deception and patience instead of fighting the Jedi on open battlefronts, which obviously worked out in Sidious's favor.
At least until these new movies, it was explicitly stated, numerous times, that the more people drawing on the dark side of the force, the less potent it is for them all. In the Darth Bane trilogy, Bane repeatedly states this as another bonus to wiping out the entire Brotherhood of Darkness, leaving him the only Sith lord, and drastically increasing his own potential. Granted, it is never stated specifically if it is the same with the light side of the force, but it IS how it is with the dark.

I got that the Brotherhood of Darkness was misguided and going to collapse in the future because of infighting, along with all the Sith orders before it. Which is why Bane updated and named the Rule of Two. That was what was stated over and over again.
Honestly, Malgus would scare me way more than Vader. That guys absolute dedication to the dark side is terrifying. Hell, he straight up murdered the woman he loved, just because his love for her made it impossible for him to fully embrace the dark side. He broke off from the Empire to start his own "true sith" because he didn't think Vitiate's empire knew what it meant to be sith, building enough power that the empire and the republic teamed up to deal with him. Plus the guy is a tank with legs. He gets blasted, smashed, impaled, and any other manner of punishment the jedi can dish out and he just keeps coming back stronger. Malgus was definitely one of the toughest Sith that ever lived.
You have got to be my absolute FAVORITE reaction to these trailers. One of only a handful that actually reacted to the base game trailers vs the two expacs for one - and one of the ONLY, if not the only one who had more than half a goddamned clue about what was going on, when it took place in the timeline, and have obviously explored content beyond the films (didn't ask dumb af questions like, "omg is that Kylo Ren????11!") thank you. so much.

Malgus is an absolute monster of a man. He can take an insane amount of punishment and keep getting back up. The guys raw durability is one of his scariest traits. On top of that he an absolute zealot when it comes to the dark side. Dude killed the only person he loved just because he knew he'd never be able to fully embrace the darkness as long she was alive. He is absolutely my favorite sith ever.

That reoccurring sith would be darth malgus. By the time of the game, he's a somewhat older sith, and oddly enough, one of the more reasonable ones.
