No game has ever done anything like these epic quests before Nothing in WoW was anywhere close except perhaps the AQ Gate event that required multiple raid fights.
It’s a superior haste in terms of percentage, but doesn’t have the Dex/Atk. Also obviously it’s a clicky, mana free, doesn’t require a spell slot, can be used at L50, and is also castable on a L1 target.

Is the speed of the shissar a better haste than the lev 60 enc spell : vision of grandeur ?

For a recipient of a buff above Level 50, I'd go with the Staff of Swiftness, from Halls of Honor.
Classes like monks and rogues are going to prefer Visions of Grandeur, but tanks will prefer Speed of the Shissar.
Vog... but enc epic manaless .. but in orginal I had to do.epic for 1.5 it was such waste because there was haste out there allrdy better
