This is known as sound absorption. Sound proofing, which is done the same way you'd keep water in a fish tank, needs to have thick walls with either some absorption material in between the layers or just simple a layer of air. In the case of drums, having it sit in a "floating stage" would also help eliminate many of the sound vibrations, particularly from the bass, from further vibrating through the room/house.
