You can't enslave units with heroes or in settlements. Those Oath Takers were in a settlement.

That only applies to Fortified Settlements. That settlement was not fortified.

You can't move monsters. They remain in place until defeated.

That was a wandering monster.

Your miner, when it occupies a mine, can then mine for a free action.
