I fish the bay all the time and it's an amazing channel cat fishery. We have caught multiple, multiple 20 lb channel cats with 27.6 being the biggest this year and last year was 28.5 last year. Lots of time they want the shrimp doctored up. Cut white perch works well certain times of year. Small green sunfish is a great bait as well. Willow point west of the bridges can be awesome at times.

It's very possible some were already moving out...of course not all the fish spawn at the exact same time, so it's possible some were moving out while others still moving in
