I don't understand why they were advertising characters like pastor Jerome and Mary to be "main characters" in the game when they have so little screen time in the game
They're not meant to be the main characters. They're the most ones involved in The Resistance in John's region. What I don't get is why didn't they do the same with The Milicians and The Cougars.

I remember noticing this in my playthrough, but at 13:30, you see Jerome fall, and then switch John's bible for his own with the gun as he gets up, hence why he is so confident about you saying yes.
Its not too unbelievable that a small town in Montana have a church that doesn't quite fit a normal branch of Christianity. Also because the antagonist is already 'the father'

And then the Whitetail Militia + the Cougars don't even get advertised.
If I had to make a guess; they were going to be playable like in Far Cry 2 but decided to go with a generic 'create a character'

I never noticed that! No wonder he so fiercely persuaded the deputy to say yes. As if he was saying "just trust me".
