The British water code of practice, and part H of building control state a drainage field must be used. If you do anything other than a drainage field then you are in breach of general binding rules (requiring you to apply for a permit from the environment agency, who would likely deny a permit for a soakaway.
Because without crates you would just have a big sceptic pond, but by using crates you can put top soil on top and hide the soakaway below ground level out of sight.
