It would've been different if you were newcomer.

Humans like having personal space and, preferably, anonymity as well, but they treat him as equal, when they hear him speak in "standard" Chinese, so they're "fine with" him filming them. It would've been much harder in any Muslim/Islamic countries or regions, because it's considered a punishable haram to film women/girls/any females on camera if there's no male persons (their brothers, husbands, or parents) present in the same shot with them, however. And, sometimes, some people just don't like being photographed/filmed on camera at all, period, regardless of your language knowledge, speech fluency, your background, good manners. It's understandable, given modern day tech and identity theft.
