It is less an insult disparaging people for trying, but rather one saying that either you're trying to be successful just by copying someone else's style, like how people used to call Justin Beiber a wannabe Michael Jackson (for some reason) a while back, or it's used as a statement for what you are and could ever be. A wannabe software engineer because in reality, you could never be one.
