No, the face implant is modeled after his original face he just can't change it to anothers face.
They remove all your implants in the Tower ending
Thing is you legitimately can grow yourself a new organic arm that works just like your old one. Its a niche though because poor people cant afford it and those that can will go for Cyberware instead
