The lore behind the weird interaction at 24:40 is that it's actually a bug. The Dealer's AI tells him that he has to use as many items as possible unless he knows the next bullet is live. So if he looks with the magnifying glass and sees a live he'll shoot you. The bug happens because it's a blank. Since it's a blank he will continue using items. If he drinks a beer it will skip the round but his AI gets stuck because the magnifying glass told him it was a blank, so he'll disregard the fact that he skipped it and shoot himself.
I think it’s more of the fact that the ai doesn’t take into account the ratio of live:blank rounds (maybe it does but if so then it’s not very good at it.

If he doesn't have a magnifying glass and it's not the final round he does a coin flip to decide who he shoots. Even if there's 2 live rounds and no blanks the first shot is a 50/50 on whether he shoots you or himself.

Rules of playing optimal in this game: 1) never shoot yourself unless you are 100% sure it’s a blank, the dealer always has a 50/50 shot to shoot himself unless he has a magnifying glass or it is the last bullet in the round. 2) if it’s a 1 and 1 round and you have a beer, chug it, then you can never take damage you either hit him or skip the round. Handcuffs are also a good method. 3) USE YOUR ITEMS There’s a lot more to it but 1,2 and 3 there will get you through a lot
Statistically speaking, why would it be more optimal to shoot yourself if there are more blanks than live rounds? If the count is 4 blanks and 2 live - there is no reason to shoot him, as dealer would have a greater chance at hitting you.

Even if it’s say a 6 blank 1 live, you’re better off shooting the dealer. If you just shoot the dealer, than there's a ((1/3 * 1/5) + (2/3 * 2/5)) = 33% chance that you get hit before your next turn. Which one would you rather take?
Well if you think about it, not really. If there are 6 rounds (2 live, 4 blanks), you have a 2/6 chance. If you hit yourself and take damage, thats bad. If you shoot the dealer and it's a blank, then he has a 50/50 chance of ether hitting himself, or you. If he hits himself, he has a 2/5 chance that its a live one. If he shoots himself with a blank, he has again a 50/50 chance of hitting himself again. The only good Reason to shoot yourself in the game are in my opinion 2 things. Ether you know for sure the round is a blank, or a verry specific setup. When there are 2 bullets left, 1 live, 1 blank and the dealer has a saw, it is always the best option to shoot yourself. Only in this situation. Because if you shoot yourself with the live on, you take 1 damage. If you shoot him with the blank one, he knows (because the dealer always knows the last bullet 100%), that it is a live one and will saw it off to deal 2 Damage. So you can avoid that by tanking one damage. This doesn't apply if you only have one HP left and no cigarettes. Then shoot the mf, go for the kill.

The objective of the game is to kill the dealer, not to guess what's in the chamber at every turn. If you do the math, shooting yourself almost always has lower expected value in the long run, even if that may not be intuitive. I like to think of it like this: since your goal is to kill the dealer, you want to deal AS MUCH damage to him as possible. So every shot at yourself is one chance you are losing at dealing damage to him. This isn't a perfect intuition for why it's better to not shoot yourself, but at least it helps convince me. Whether you're convinced by it or not, though, the mathematical truth is that shooting yourself (even if there are more blanks) tends to be the suboptimal choice in the grand scheme of the game.

Dealer will always use items as soon as practical, in the order it pulled (like it wouldn't double magnifying glass, smoke past full health, etc), including beering after using the magnifying glass which confuses it to thinking the discarded shell is guaranteed 2. Dealer only knows the bullet if its the last of the loadout, or it uses a magnifying glass; if the dealer doesn't have either condition, it treats it like a 50/50

The real way to use the beer is when there are two shots (at least one live) left and you don't have any handcuffs, so you can guarantee you don't get hit with a live. Especially good when you know it's two lives because then you're guaranteed to hit the dealer with a live. Definitely not supposed to blindly eject shells and seemingly always eject lives like Poof.

The reason the dealer will sometimes shoot himself is because of the way the dealer is programmed. He will always try to use a bunch of items in a random order which doesn't matter unless he uses a magnifying glass and THEN a beer. Once he uses the glass, he thinks he knows whats next but will then use the beer and still think he knows what is next. For example if there are 2 lives and 1 blank (Lets say the order is Blank, Live, Live), the dealer uses a magnifying glass and sees that it is a blank, drinks a beer leaving only both the live rounds, and will shoot himself thinking its still a blank. This wont work when its the last round as the dealer ALWAYS knows what the last round is, no matter what and will act accordingly.

Over time, this makes the player's odds worse and the dealer's better. Therefore, the farther you go on, the less likely you will win. Hence, the double or nothing aspect isn't entirely accurate, given that the odds in your favor increasingly decrease as you progress.
Poof started out as a complete casual player and now he's getting that yearning for beating personal records that some speedrunners and seasoned players get, even if part of it is just for content.
Think about this double or nothing 1 mil by the time you even got to the 100k mark your entire head would be disintegrated due to shotgun buckshot and the shells in general.
