There's still a battle to fight, and so they're going to act kind and caring, get a foot in the door by convincing people that they're your friend. They're on your side! Coddle people, tell them that you understand, and those other people are just meanies. Really, it's standard emotional abuse, the kind of strategy people use when they're trying to groom.
I see only three possibilities when it comes to Starbuck. He's either controlled opposition meant to distract people, a snake oil salesman (I think this one is the most likely), or he's an idiot who actually believes he's accomplishing something. There's no way in hell he has an entire team working for him doing "research" yet they miss everything that a lone anime fox woman can find in an afternoon.
