I find it fascinating that the dmg from Weiss BT shows you what the actual dmg is if HP cap didn't exist in the game. You can see Zack is hitting personal cap but the extra 10% continues to scale. As Stimpy aptly said, "infinite scaling".

Just to make sure I looked at all the ratio of his dumps and you are correct, it scales DOWN each turn as the flat dmg amount becomes a smaller percent each turn. Zack’s own flat dmg comes out at 2.5% of his actual dmg at 999% FR bonus (total 12.5% w/ 10% from Weiss). At 629% FR bonus it was at 3.97%. So the FR scaling really takes it down (assuming his also starts at flat 10% dmg).
Also consider if you need his BT effect for play style, or just for auras. For instance, this run by Stimpy likely does not use any of the effect, and likely would be fine even without BT aura, since you’re already getting a lot from FR time and other BT effects. You could probably do 75-80% of the dmg with LD only Zack, you just wouldn’t get a BT phase just for him. In this case, Ultima weapon and Blue armor are much more important. Next, FR echo would probably be the next most important thing. Zack burst is only useful for its effect if you are playing defensive, or if there are guaranteed boss attacks at threshold. And even then, only if they are ALL attacks or attacks in rapid succession. In this example, Quina and Weiss can also do a comparable amount of damage in BT phase (Quina has a spammable 10 Hp dump attack, Weiss has average of 5-6 dumps plus extra 3 from follow up each turn).
That's why she combos well with weiss BT effect. You can only do the bonus 10% damage if you're dealing max hp damage which is every time when paired with quina bt.

What’s good about quinoa?
It's BT effect let you do full HP damage even with 0 BRV or even if the enemy have any kind of mechanic that avoid HP damage.
