    Brit in Japan here too. Even with these new requirements, it still seems slightly more relaxed in Japan. Even so, I've been looking into all the registration rules (covered here) and flying rules (covered elsewhere in varying detail) and it all just seems so restrictive and such a massive pain in the arse.
    - Must file a 包括申請 any time you're flying in non-restricted space (including densely populated areas)
    - Must (should?) get permission from land owners/management before flying over any land
    - Cannot fly over many parks, even though they are in unrestricted airspace (in many cases, the ONLY unrestricted airspace when in Tokyo and surrounding prefectures) because many municipal governments ban drones at parks and similar areas (you can try to get exceptions of course, but this is still a pain in the arse)
    - Cannot fly over certain areas near the ocean, like harbors (again you can seek an exception, but PITA)
    It doesn't leave many places to fly with ease. It's a wonder that anybody at all is flying drones as a hobby.

    I mean if you cant fly over populated areas, where in Japan can you fly it? lol the rural country only? Makes using a drone anywhere near any major city just not possible or worth it. Espcially when you cant use it at National Parks. I mean at that point, where is it even worth it

    The account registration process with DIPS was terrible... took me a few hours to input a valid two-byte katakana character name before realizing I can leave that field blank to proceed.

    HI thanks for you video it is very informative. I have a question hope you can help. I have gone on line several times attempting to register my drone. I cannot get past step two I put my name in in Katakana and I keep getting a message to enter in two byte katakana. Problem is I dont know what that is. Can you be of any assistance? Thank you.

      I was having the exact same problem. Finally left the Reading Name blank, that works, you can proceed without a "Reading Name"

      You could always try a different web browser. That's worked for me before when having issues with janky Japanese websites.

      It was pretty much instant for me. I've got a friend who used the passport verification instead of the My Number though he said it takes a while.

    I hope you can help. I have tried to register my drone 2 times now, but each time I get an email saying that the document with my name, birthday and address still doesn’t fulfil the requirements. I honestly don’t know what to do anymore. Birthdays here in Denmark are part of our social security number, so there’s an additional 4 numbers added to the end of it and that might be why it’s kept being denied. It’s so frustrating as I have done exactly what they have asked, yet it’s not enough.

    Hello! Very informative video, I have run into a bit of a problem though. The entire process works just like how you explained it, except for the payment part. The payment selection box is completely empty in my case! Do you know how to combat this?

    Great video, thanks! If your drone is under 100g then is it legal to fly anywhere except restricted airspace?
    Also, I'm unclear how to add RID to a drone that does not currently support it, such as a DIY drone...

      You just need to buy a remote ID box and put it on your drone. This might make the drone weigh over 100 g however.

      Aha, I wondered the same initially but the more I thought about it, I guess it's no different to having your car register in a national database. And as far as I'm aware, the government doesn't track the movement of every car (or do they?....).
      I believe Remote ID info can only be read by specialised equipment like scanners installed at airports or portable units used by the police.
      It's hard to find info on that stuff though. I guess they don't want it to become general knowledge for the sake of giving the authorities the upper hand!

      Yes, that’s where I’m a little apprehensive, the Remote ID.
      It does seem like a grey area.
      Worried that if go to close to world heritage site or no fly zone, I might get a knock on my door being asked to come to the Koban or pay a fine. Seems like if they can identify the drone, then they have my name and address.
      Ive been flying my mini the past two years with no questions asked, but want a 3 like yourself… so guess its time to register. Doh….

    just applied .. I'll be in okinawa 10 days later hopefully i`ll get the permission before I'll be there!!
    As far as I understood for foreigners takes longer and depends on luck how many days it takes!

      Just need to register … no need to put specific time.
      as far as I understood if everything goes well and your application is approved then you’ll have period of time with the expiration date.
      I’ll keep u posted on how my application goes !

      @@ashleycastroperez8718 I'd say register as soon as possible. As far as I'm aware, registered drone licenses are valid for 3 years before they need to be renewed.

      End of the story I couldn’t make it to get my registration done before come to Japan…
      they sent me an email saying that there was something wrong to be fixed in my application without saying what… I guessed it was the address…. I reapplied and after a few days the same email come back… something is wrong please correct and submit again 😅!! Honesty I’m a bit shocked about the system… how am I supposed to correct something if you don’t tell me what is wrong? I double checked everything and to me nothing was incorrect…
      What to say? Next time I’ll come to Japan I’ll try to apply a few months earlier but was disappointing that I couldn’t fly the drone in a wonderful place like Okinawa!

    Ive paid for my license in Japan was cheap just $16 for a mavic mini.... do you know that in a built up area eg Tokyo can you fly them at all if its directly above

      I would avoid flying in Tokyo altogether, unless you've applied for the proper authorization. The fines can get pretty outrageous!

    I do have a question though, do we have to send in the drone flight path and location details prior to flying? I've read something along those lines somewhere in their previous drone laws about few months ago.

      As far as I'm aware, you only need to submit details like that when applying for permission to fly in restricted airspace.
      Most places outside of cities (and away from airports) are free space to fly.

    I’m going to Japan in March for ages and then travelling on to other countries which don’t have any drone laws. If I don’t fly in Japan and therefore don’t register my drone, am I likely to get it taken off me at any airports or anything?

      @@ryanellis7128 I've had two people say no on needing registration. One say yeah. Still unclear. I'm leaning more towards not having to register if you're not flying it. One took theirs through customs with no problem or questioning.

      i would still register it. I would assume that no border official or cop that will see you with that drone will ever believe that you brought it into japan and had no intention of flying it, even if you truly dont.

    thanks for sharing such a detailed video, very informative, btw, i have a question, what would happen if i wanted to register a "mavic mini" which is no RID built-in, and i don't want to get an external one, but i do want to register my drone, can i leave the information below in blank if i don't have a RID? because i heard of people who registered their "mavic mini" despite the fact that they did not have a RID, but they say that its imposible to do it now, do you know anything about someone who has registered a "mavic mini" without the RID these days?

      I'm not 100% sure but from the way I understand the rules, only drones that you intend to fly need to be registered.
      I've taken my drone on domestic flights in Japan and nobody has asked whether or not it was registered either, so hopefully you don't have any issues in the airport.

    i wish it was that easy. i did the registration over a week ago. It has still not been confirmed. You can only call (probably no one there speaks English) or you have to put up with it willy-nilly. It's probably because I don't live in Japan. Has anyone had similar experiences?

      Yea I think so! If you have a drone on the pre-approved list (like a DJI, for example) then it should be totally fine.

      I obviously don't work for the government, but it only makes sense that they'd only add RID equipped drones to their pre-approved list.
      Best to double check your own equipment though!

    Trying to register my drone but when I need to put reading I put my surname liccardo but is saying to enter two-bite katakana character in reading, I’ve tried everything but I can’t go forward

      Hmm.. I don't think they have a directly line. Not that I'm aware of anyway. Anything like that though would definitely be listed on the website somewhere surely.
      I also didn't know they require 2 forms of ID, I wonder if that's a recent update or has always been the case if you don't use one of the electronic forms of ID like I did.

    My apologies for posting a question on an older video, but as someone new to both Japan and drones (I'm a photographer) I found this really helpful! Question I can't seem to find an answer for on the various Japanese gov't sites, or other TH-cam videos: The regulations state not to be used within 30 meters of private property, is that correct? I just moved to a rural town on a small island, and was hoping to capture drone footage as we renovate an akiya home and farmland unused for decades. But we do have neighbors on all sides, and our property is sort of spread out (farmland isn't connected to house plot, if that makes sense). Does this mean I can't fly a drone over my property, if it's within 30 meters of a neighbor's property? I understand you're not offering legal advice, but I thought I'd ask before attempting to contact the agency. Thank you!

      Hmm yea that's a tricky one, but the way I understand it is that the 30m rule is mainly in place to protect privacy.
      So if you were to talk to your neighbours and notify them of what you were doing and got their consent, then would cover you in that regard.
      It could also be down to safety though. 30m seems a bit extreme to me but perhaps the rule is to maintain a safe clearance to avoid collisions with building or infrastructure.
      It's really a definitive answer but I hope it helps!

    hey julian, long time no hear :) i feel totally deflated and stupid after trying for 3 hours to do this registration in English. I gave up after checking how well my mobile phone case handles impacts with walls :P It was super frustrating and non intuitive (well for me anyway). I kept going around and around in circles with no helpful error messages - usually SYSTEM ERROR try again later. It was getting me to download apps which didnt work to do KYC and had no idea how it interfaced with the registration process. I was stuck on the READING parameter for 45 mins. i tried leaving it blank, I tried every possible combination until it finally for no apparent reason allowed me to progress. Anyway, I need to regather my composure and try again as I really want to take my drone this time in Oct. :)

    Usually how long does it take for them to verify your details? I have been waiting for 5 days and haven't received the payment option on the portal yet. It says 'Confirming the procedure contents' under the 'Application Status'.

      So I received a reply after 15 days of applying which wasn't really useful. But, yes it did go through. Suggestions: Try and apply well in advance.

      I know the DJI Avata has it built in, but I'm not sure about modules for custom builds.

    Can anyone give me some help?
    I just got an email back from the DIPS-REG telling me the specified identity verification letter is insufficient. I mailed them copies front and back of my residency card with name, address, date of birth, etc. They don't pick up the phone at their office and when I click on the link on their site which supposed to tell me what I provided that was insufficient I get a systems error on their site. (Do they not accept residency IDs of foreigners living in Japan?)
    For me personally it have been very frustrating and time consuming trying to get this drone registered.

    So if we have been flying just fine, and for example, my DJI FPV which isn't compatible with RID, then I need to stop flying? Is there any grandfathering in? I am also not finding any external RID modules online.

      I'm also wondering the same thing about FPV in general. I don't own one but would like to get into it.

      @@KantanJapan Yes. So TEAD-ID is an external one that is sold that takes batteries. It has a serial number on it that we can register through the Japanese website.

    Can some tell me if they are having the same problem, The site is not allowing me get past the open screen to register. I keep getting this message when I try to enter my name in Katakana (Enter two-byte katakana characters in Reading).

      I was having the exact same problem. Finally left the Reading Name blank, that works, you can proceed without a "Reading Name"

      @@rudmerHK It was a nightmare for me. I tried to leave it blank as well but it still wouldn't let me progress.I tired different computers and web browsers then finally I left some characters out of my family name.

    Do you typically get your application approved right away? Or does applications for US citizens take longer, I applied twice tonight because I accidentally closed out. It says one application was canceled and the other under application status it says confirming the procedure contents. Any ideas?

      Hmm I can only take a guess but I probably takes longer for non-residents to get processed.
      Also, I used my 'My Number' card which has all your details for pretty much everything registered with the government so it's probably a lot quicker for them to check.

      I (US citizen visiting) just did it and it took 8 days to get the payment page, which was 1450yen.

      @@KantanJapan I am finding it that the website hung and hard/impossible to go back to where I left off. It was 2 weeks ago and tonight I tried again and same thing happened. I am in Canada.
      I only managed to have confirmation of my account on their website with some personal information. Other steps I really do not know how - for example, go directly to drone registration without gong through the personal information/photograph taking with my phone again.
      Any help is much appreciated.

    Just a quick question. I fly custom made FPV drones and it doesn't come with Remote ID. Am I still able to register and fly it during my holiday trip to Japan?

      I can't say 100% for sure but it does sound like every drone has to have Remote ID.

      @@KantanJapan sadly not. I got an unclear answer to correct something. I checked all my information again and changed my ID pictures. Yet again they rejected it. I gave up on registrating now :(.

    you don't mention you need permission from any land management , rivers , mountains , beaches parks etc or face a 500K yen fine and likely 1 month in jail? or maybe I got that bit wrong ? I have a drone with remote ID and registered it , but where to fly it and how to get permission for anywhere when Japanese people as a whole have the default answer of no. living in Niigata , hardly a high density populated area , but all the parks around the edge of the city are supposedly high density according to the map.

    This whole remote id thing just sucks because I have a feeling that there will be a lot of discrimination with who Japanese police monitor. They don't go in detail, but I'm sure they'll get a ping everytime someone is flying. They're more harder on foreigners here than they are with the natives. I already have anxiety when flying a drone, and to think that my flights will be watched every time makes things even more worse for me. I've always followed the rules when flying, but Japan has a way of making up new rules on the spot for foreigners living here. The registration was easy for the 2 newest drones I just bought but might sell them all and give up this hobby all together. 😔

      I believe I mentioned that for my model in particular it had all the details pre-registered in the system. It wasn't that I skipped over it, more that in my particular case, I didn't need to enter the information.
      Maybe Google your model of drone + "remote ID" and see what info you can find?
