If i recall correctly, when playing the river, there's a rule that states it cannot turn twice to the same side. Unless this new version of the river is different, those two left turns on the left side would not be possible, which would prevent the river from wrapping around itself and you'd always be able to place both caps.
The rule was not that it cannot turn twice to the same side, it was that it cannot turn directly back on itself, basically it stops you from placing river tiles field-to-field. The way it is placed in the video is completely legal.

In the new rules it doesn't state anything about turning twice to the same side and I don't know if the old rules are different than the new one 🤷♀
