Heey I'm not sure what's the error if you want to share about it. It could be file size issue you can text or ring the helpline and ask about it.

For GNIB about 2 weeks after your appointment the card will be delivered to you and for PPSN about similar timeline 2-3 weeks

Yess you can if someone can recieve it for you then it's fine. Or you can book 2 days prior and it'll get delivered after your arrival.
