When Andrew Kayiira, Yoweri Museveni and other Ugandan patriots launched a guerilla war against the UPC government, President Milton Obote and his deputy Paulo Muwanga forgot that they had fought alongside Museveni and Kayira to defeat Idi Amin in 1979.
For starting UFM, Kayiira became a Muhangaza, a tribe in Tanzania, while Museveni became a Rwandese immediately after promising war to anyone rigging the 1980 elections. This “denial of citizenship” did not defeat the freedom fighters and the rest is history. But 35 years after the departure of the Obote government in 1985, some 35-year-old anti-NRM politicians have exhumed the Obote weapon as we near the 2021 elections.
Early in March 1986, Museveni delivered a lecture to cadre-trainees at the NRM School of Political Education at Namugongo, to which OwanaPaedia gives you a useful glimpse.

Man I'm rwandan myself and I've never seen anywhere ppl being categorized intellectually by tribe or ethnicity, i beleive anybody regardless of ethnic group or tribe if you cultivate well your skills without alowwing any bias infects your brain you can rise above race and ethnicity and be human. Most think they are but trully i tell you we're all Animals untill you rise above all those useless differences.

It is the general feeling but I doubt whether it would survive a forensic scrutiny. Use the easiest measure, which is government ministers, permanent secretaries and heads of government agencies. Do it alone, slowly and carefully...

What do you say about President Obote calling Dr. Kayiira a Muhangaza from Tanzania, John Nagenda a Rwandese and his once-trusted army commander, Idi Amin, a Nubian of Sudan? Did President Obote know that Museveni was an alien when he gave him a job in Office of the President in the late 60s? Did Obote know Museveni was Rwandese when he agreed to joint military operations against Amin? When did Obote land on this well-kept secret?
