On 6 February 1988, when our NRA adopted formal military ranks, the chief guest was Maj. Gen. Juvenal Habyarimanah, President of Rwanda. As he watched, Fred Gisa Rwigyema who would later command RPF against Habyarimanah, also became a major general in the NRA. Strange but true!

@@ruganzureggie385 Habyarimana was among the presidents who openly supported NRA when they were still fighting, unfortunately he didn’t know that he was sharpening the sword that was going to slice his own throat.
@@nolanmckain2061 habyarima never supported NRM. Who didn't know at the time that rwandese had joined NRA when Obote expelled Rwandan in 1982. Habyarimana also didn't let those expelled into Rwanda. So he clearly knew much about the war and never supported the struggle

He felt that one IN HIS BONES, for sure.. He knew the exiles would be making their move at some point, and that name, that rank he just heard being read out, would likely be a major part of it.. Interesting how Habyarimana's very presence there was meant to serve as a demonstration that all was well between the two countries and that NRM would never tolerate--let alone support--any talk of 'invasion'.

So,the war was fought in Buganda but the senior mos Baganda t officers were Lt Colonels, notably Lutaya,Serwanga Lwanga and Kasirye Gwanga.
I can only say that with serious armies, ranks are not gifts but responsibility.
If Gen. Moses Ali's UNRF had captured power, or Dr. Andrew Kayiira's UFM or Dr. David Lwanga's FEDEMU, the composition of the top command of the new national army would invite the same analysis you are putting forward.

There was no promotion in this case as the ranks were being issued for the very first time.
The rest were given ranks in their respective units as it was impossible to decorate everyone on that day
