First point, If Neptune and Uranus were put in place of sun the heat from the sun will evaporate its surface too and eventually grow a tail, that is why their orbital radius is longer. Also Uranus and Neptune 80% is also dense icy materials. Then second point... Whether it's tipped, equatorial or elliptical as long as it revolves around the sun. And still today because of it's significantly tipped out of the planetary orbit, it hasn't any problem with other objects in the solar system so it means it orbit the sun right as accurately as other planets. Added. More accurate reason could be that there are so many stuffs around Pluto except for its moon. the three criteria of the IAU for a full-sized planet are: It is in orbit around the Sun. It has sufficient mass to assume hydrostatic equilibrium (a nearly round shape). It has “cleared the neighborhood” around its orbit. So Pluto meets only two of these criteria, losing out on the third. In all the billions of years it has lived there, it has not managed to clear its neighborhood. the planet has become gravitationally dominant - there are no other bodies of comparable size other than its own satellites or those otherwise under its gravitational influence, in its vicinity in space and shares its orbital neighborhood with Kuiper belt objects such as the plutinos.
