If the police stopped all the vehicles with illegal number plates on the road today , the fines would pay for quite a lot of extra police as the numbers are huge.

I don't know about the UK, but in germany you gotta have a licence plate on to show your vehicle has insurance and is save to drive on the road (the save to drive thing is a german thing I think). So it is jot just for tracking, it is sort of reasuring others they will get their money if there is an accident. Also, traffic cameras need the plate - especially because they take black and white pictures.

She was lenient with the rear plate, but with her being followed by TV cameras, she really had no choice but to deal with a non-existent front plate. Just imagine the public outrage that if she hadn't of issued a ticket for the front plate just because it was a Lamborghini. Nothing to do with hate and both driver and police officer were cordial and polite. A the end of the day, everyone knows that displaying a front and rear number plate is required by law.

If the plate is illegal, but is at least there and displaying the correct reg, then its not endorseable with points.
However, if there is no plate whatsoever and its been intetionally removed, and clearly not come off as the result of an accident then its 3 points.
Same as if a driver intentionally displays the incorrect plates (cloned vehicle) it can be 3 points.

They are driving without insurance, it is a condition of most policies that numberplates are fitted when a car is stored or driven on a road that is public or can be accessed from a public road. Many insurers will not pay out, they refer the victim to the MIB. We all pay extra to the MIB each year, but they also recover their losses from people involved and forget to refund what we loan to them!

Eaglestar v cutter ruled that a car park was not a road for the purposes of the Road Traffic Act and therefore his insurer eaglestar, did not have to pay for the injuries caused to the victim. It was because of this case the RTA S143 requirement for insurance was changed to "road or other public place" but you will note the MOT certificate S47 was not amended. However, S47 would not apply because no doubt he HAS GOT an MOT. What you need is maybe The Road Vehicles (Construction and Use) Regulations 1986 ?
