The only attraction the Philippines have for foreigners is the sex trade! your country's infrastructure is sub par to most Asian countries and so is your health care. the only things your country has going for it, is cheap cost of living for western retired men and how easy young Filipinas will chase after an old retired western man because of the security and lifestyle they can provide for them, other then that, the Philippines really has nothing to offer a western foreigner.
I hope that the government will not change the visa requirements will be changed for the worst so that the government can make more money from the foreigners… The foreigners are mostly helping the Filipino economy.
Hey Pea. I never got a Visa to visit the Philippines. I would get 30 Days Stamped on my Passport then i would have to go to the Bureau of Immigration to get an extension for the rest of my time that i was there. Do you know if they are extending the amount of days you can stay just using your passport. When You arrive in the Philippines.
Aside from extending entry visas from 30 days to 59 days, this is a way for Immigration to collect P50O+ EVERY TIME a foreigner exists in the Philippines. Let's not kid ourselves this is a money generator for immigration, and is costing the foreigner more cash. This is not streamlining anything. Doing a great job Pea.
Consider the fact if you are staying between 30 & 59 days, the Philippines is actually losing 3,000 pesos. This is due to the +30 day extension. 500 pesos is nothing to whine abut in my opinion (less than $10).
Everyone leaving in the old days had to pay in cash at the airport to leave, no matter who you were or how long you stayed. So just bringing that income back.

Yet many other countries (inc Thailand where I lived for 11 years before moving to the Philippines) manage WITHOUT requiring visitors to obtain clearance before leaving the country! I personally think the requirement to obtain exit clearance is an unneccessary burden on visitors and should be scrapped.

For the initial 59 days Visa there should be no exit clearance requirement. Otherwise the Philippines are risking to loose BIG (and i mean REALLY BIG) on short term tourism (those who comes for a nice holiday and no intention to stay). And usually those 1-4 weeks holidayers are big money spenders and wants to enjoy their stay and not worry about "how i am going to leave?" The vast majority of holiday destinations do not require tourists to get police clearance. A few of such stories go live on the internet, i.e. some tourists lost 1000s of dollars because they couldn't get an exit clearance lets say due to an unknown/unexpected immigration office holiday and the Philippines will be done as a tourist destination for good. A lot of people will rather choose other countries to visit. So your legislators needs to think long and hard about their next step ... The tourists are watching, lol 😊 If they really want to modernize the system then stop making more paperwork and putting onus on short term tourists. Other countries are doing the way around: they have an online system where if a tourist comitted something the policy officer or whatever other official can put an entry in that system using the name/ passport number against the person. The immigration officer can simply check by scanning the passport at the airport and any encumbrances will show up on the system. And the tourist would not allowed to leave without sorting it out. It works like that in most countries in the world!😮
The issue about "tourist dollars" came up a lot during the lock down. Now it comes up regarding immigration law changes. The Philippines can run their country however they want. Losing tourist dollars is not their concern.
Policy makers have dreams of endless billions of pesos dancing in their heads. The idea is almost irresistible, and now they might have to think about the tourist industry vs. cash grab, not as dreamy.

This seems to me to be yet another way to try to forcefully grab more money from foreigners. Clearly this clearance with not be free, even for the innocent. Can you imagine the hassle felt by all the tourists that live a life morally upright as possible and keep their nose clean - as the brits say - and yet despite a very clean slate wherever they go they nevertheless must be forced to face the hassles of getting such a clearance, ON HOLIDAY, lining the pockets of the Philippines government for doing absolutely nothing at all? What have the many many innocent ones done in this case deserve this, to be forced to pay such a cost, for nothing? And then there is also the added fee which must be paid at the airport by all foreigners leaving the Philippines (the last I checked it was 500 php, and it is probably more now). I would never ever travel to the Philippines if I needed to pay the Philippines government money for an exit clearance as one of these individuals who stives to be law-abiding wherever I go. This is greedily taking advantage of innocent people. It's offensive.
I got an initial 59 day visa, then 2 six-month extensions and then a one year permanent residence - probationary. The paperwork took most of the day but they did give it to me.

I agree that more will become clear when the new law is implemented. By reading Section 70 it states- "A temporary visitor departing from the Philippines shall, after the expiration of the initial authorized stay, apply for emigration clearance and pay the prescribed fees and charges therefor" To me, this reads that if you depart before your initial authorized stay expires, you do not have to do an exit clearance. Thus, if you come in on a tourist visa, and leave before the initial term of 59 days, you likely will not have to do an exit clearance, but if you extend at all, you will.

@@johnwitter342 I don't think it will be possible to force every single tourist to get exit clearance without a massive headache. Imagine a month with 1 million tourists coming and going. That would lead to 33 thousand exit clearances issued on average per day in that month. I have never been to the phillipines, but I would be seriously impressied if their Bureau of Immigration had the capacity to issue that many permits per day.
Hi Pea, I just in last the 3 weeks had to get my exit clearance after an 8 month stay in Angeles city , Philippines. Super easy at Immigration dept. at Marquee mall..You fill out,; think a 2 page form of the usual questions. Address, name, passport#, etc. It took around a half hour to get it done..(for that day.) The process takes 3 days. I come back to the releasing window after 3 days and picked up my exit clearing papers and passport.. You should make sure there are no holidays posted during the short window of time you need to leave, if you plane ticket has been booked since filing for exit clearance should be no more than two weeks from your departure date..and I think it's better to file on a Monday to ensure you have it by thursday or friday before u leave.

I'm glad that you interviewed JR from JR Consultancy. Their office right beside Immigration in Dumaguete City has always been willing to discuss Visa issues for free. Also, they can be consulted for fees to handle the Visa issues in their entirety.
Having lived and worked in the Philippines I can confirm that it’s super difficult to work with immigration in PH. Foreigners were allowed to leave during the Pandemic, but I couldn’t leave without an exit visa. Ok that’s fine but this needed to be obtained from manila office and the office is closed due to pandemic which resulted in me overstaying and being fined when it actually opened. In fact the office kept on closing at a moments notice almost weekly. Modernizing and putting more on line would drag the immigration office out of its 50’s thinking. The current paperwork method is crazy just go there and there are piles of paper at each office and windows. Not doing this just reaffirms most foreigner views of a backward system that grabs money to line corrupt pockets.

I agree. Knowing the delays and wait times at typical government bureaucracy there. I don’t want to spend all day sitting in an immigration office just to be able to go home. I cannot imagine the number of people that would flood these offices. 🤦🏻. And Philippines does not have a great reputation for these types of services. It is now a no go for me unless there is clarification. And I would never stay longer than the time one is required. So if it is 7 days. I would leave in 6.
I'd like to know how they plan to process the 1000s of foreigners exiting the country on an airline especially from Ninoy Aquino Airport demanding exit visas on tourist visa entry, my last exit took 4hrs just to be processed by 2 staff on border control desk, a tannoy announcement for the 171 passengers missing from one flight and 86 passengers missing from another flight to urgently get to their gate..except they couldn't as they were also stuck in the understaffed border control queue.. how will they process exit visas as well?

Hi Pea, this is what screwed me! I was in the Philippines for years. (Was a very good boy!) paid my immigration fees! but the lack of good immigration laws, Staff, caused issues! I knew better than, the sweet women behind the counter! found them making mistakes! could let that go, leave the office, knowing that would not work! So pointed out their mistake. Had to make a run to manila to Fix! Again, the smoke and games to con the immigration office! This was lawyer ease crap! But fixed the issue! (But Phillipo pride, and corruption!) many months pasted, then had a leave! (My Mom Pasted) and again my exit Docs were now the issue! went to an immigration office! This is what is scary, was Directed to a man from immigration! who for money provided Documents, and instructions how to get pass the gate at the Airport! Had no issue at the Airport! Money fixes everything!

Thanks for update. My problem each time is return flight pre-purchaed 30 'now 59 days' upon arrival. This is always an added cost for resceduling tickets. If i know im staying for 6 months, i wish there was a process to have VISA approved for the 6 months prior to ticket purchase so flights dont have to be resceduled. I cant imagine the new headache of being approved to leave. The airport is already a very long wait. Time to start using computers. 😁🤣

Thanks for having JR on to clear up the proposed immigration law. So many vloggers are playing armchair lawyers as always and muck up the plain meaning of the proposed legislation and legislative intent. I do see one potential major issue in implementation given the speed at which the Philippines government acts administratively. The change to the exit clearance law could result in so many problems because there is no way it could be handled at the Manila and Cebu airports. There would be huge lines similar to as if every person arriving or leaving was stopped and detained by customs. Many older people are not tech savvy. If implemented as written it would require major staffing increases and technology enhancements. Think about this one scenario. You arrive early at the airport to go thru your exit clearance and customs. But there is a long brownout or internet outage and the computer systems go down with no solution at hand. You are going to wave goodbye as your plane departs. There needs to be what is known as a soft opening before enforcement and detention goes into full effect. That is how the government could identify and implementation issues. One thing that comes to mind is the need for additional space with a large processing area and many offices for airport exit clearance management and staff. Think about one other thing. A person is coming for a short period and immediately upon arriving they have to worry about securing an exit clearance. There should probably be a minimum stay exclusion for short term tourists. Maybe this will be an amendment or change as the proposed legislation is vetted. Many new laws have unforeseen unintended consequences. Thank you to JR for his time and information. A big congratulations on his upward mobility in his company as it expands. It is well deserved and is indicative of well provided services.

For folks staying between 30 & 59 days, it actually is less money. That more than covers the 30 day extension cost. Plus extending the visa online is huge. I like the changes, personally.

I've been using JRC for about 5 years now to handle everything visa related. I will continue to do so as they are efficient and knowledgeable about the process. I'd much rather pay their nominal fees to ensure my continued legal status in the Philippines.
I'm sure that there will be adjustments to the laws as time goes by. It'll make things easier. I plan to go to the Philippines for about 2,5 weeks when I can get it lined up. Hi Pea. Just watched your blog re the changes to visa etc. I think that this will have a negative effect on tourism. It is easier to gain entry as you point out, but having to get a clearance approval to leave, regardless of length of stay is more than an inconvenience. I for one can see scammers lining up to ambush visitors with scams in order to make tourists have to pay money to enable them to leave after even a short stay of only a couple of days. Also, where does the tourist have to apply for clearance if he / she has visited several islands and many places
First, sorry for not commenting for so long (dealing with a lot of personal issues and moving to a new city in the last six months). Thank you for the updated information. I'm been evaluating whether or not to get cornea replacement surgery (about half the cost here in the Philippines than having it done in the States AFTER USA MEDICARE PAYING 80 PERCENT). Knowing that the tourist visas will essentially same the same will help in the determination. As for getting visa renewals; in two weeks I will have to go and get another two month extension. My story is after the 30 day and 29 day extension, I got one six-month extension (in June 2021). After that (August, October, December 2022, February and April 2023), all BI would give me are two-mmonth extensions. In August, I was asked when I was getting married and I said we're still getting to know each other and since marriage is a lifelong commitment, we need to be certain. In October, I was questioned for about 15 minutes on why I hadn't married my girlfriend yet. I finally had to explain I could not give her children and she was deciding if she could live a life without them (She says to me she can). In December, I was told they could only give me a two-month extension if I was NOT getting married. In February, they said this was the LAST EXTENSION I could get in their office (Palayan City). From now on, I HAD to go to MANILA to get further extensions. In April, I went to Manila-Intramuros and they would only give me a two-month extension. I NICELY stated that some foreigners I knew said they had no problem getting six-month extensions (only needing four or five in three years) and asked if there was something I was doing wrong or extra fees I needed to pay for a six-month. The officer called his supervisor over and the supervisor said in clear English (rather rudely) two months is ALL they give, they don't even HAVE to give me an extension, and either I can accept the two-month extension or I can prepare to leave the Philippines in six days (when my current visa expired). I just said calmly "give me the two-month please". When I talk to other foreigners about it in various FB groups, they keep telling me either I'm doing something wrong or there is just something about me they do not like. (And I think I have a good idea what that something is, but if I'm right there is nothing I can do about it). Anyway, those are my experiences on getting visa extensions here in the Philippines.
Left the Philippines a bit earlier than planned(5 months). When going through Immigration at the Airport in Manila l could see the guy was confused, brow furrowed and counting the months on his hand. Checking and counting the months and only coming up with 5 months. I finally decided to let him know that l was going back to Oz for medical treatment. Then his brow lightened and became less furrowed. I can see a problem which will make the Philippines less attractive if they insist on an Exit Clearance for all foreigners who visit the Philippines for any period be it 1 day, 1 week, 1 month or 1 year. @@TheFilipinaPea I can understand why the PI Govt would want an exit clearance, but for those of us who want to travel there for three weeks and no longer, that sounds like unnecessary bureaucratic red tape; and for those of us in remote provincial barangays it's logistically difficult and kinda gets in the way of a simple 3-week vacation where you're staying in _your own house_ for godsake. My daughter and I want to plan a trip to take her husband and kids there for a few weeks in order to see and experience their heritage; I sure don't wanna get mired in bureaucracy wherein my daughter, myself, her husband and their KIDS all gotta get exit clearances and basically file for them the minute we land in Manila. If I'm the widower of a Filipina, do I retain any "balikbayan" privileges that allow me to stay for no more than three weeks and I can just board the plane and go home? Or are all of us subject to an exit clearance even though we've been in country only 3 weeks?

As a US citizen im moving to Cambodia. Buying a throw away ticket to enter the Philippines has become an expensive annoyance. Second reason is the 30 day renewal is 4300 php, 72$ US per month. Cambodia offers a 1 year multi entry/exit visa for 294$ US. Another annoyance is the vaccine mandate. You can say Philippines is open but they require the etravel form that requires vaccine info. I have the receips from bacolod immigration.

Convenient news as im planning for a six week first visit and don't want the extra cost of re booking a return flight. I sent an inquiry about getting the 59 day in advance but got no response from the consulate.

Or, an even better solution, if possible, would be to simply scan everyone's passport on exit and check it against an actively maintained database; that way it can be instant and not paperwork-filled. I see why they want the check (and not having ti for short stays somewhat defeats the purpose), but the ideal situation is that it'd be as quick, painless, and stress free as possible.

Thanks for your explanations. I understand it is pointed towards tourists, my case is different. I came to the Philippines in the nineties of last century on a PERMANENT visa, built a house on the lot of my then wife's family, bought a house from a German friend's widow when she got financial problems, helped other people, suffered under Prime Bank bankruptcy, felt the Philippines to be my home and I am a part of the country. As such I donated blood and helped in a re-forestation action, planted trees up in the mountain where the locals had cut all the small trees to get fire-wood. I financially helped a local family when a typhoon had blown away the roof of their house, finally I supported my partner to build a house at a peaceful remote place. Everything fine, till only this year 2023 I learned that my PERMANENT visa was no more permanent but now, at my age close to 75 years old, I have to downgrade to tourist and leave the country every two month for a moment and re-enter, which both financially and physically regarding my age would be difficult. To go back to Germany where I have no more relations is not an option. Anyway any day I can die, problem solved, but also I can reach the age of hundred years, spending month after month my pension from Germany here in the Philippines. Why can't those government officials just let me peacefully die without worries?
That's not true, you still can have a 36 month stay. The bill just says you have 59 days to get a visa after your initial arrival. And if you're married to a Filipina you can get permanent residency.
The "One Stop Shop" 24/7 BI office at NAIA is a great idea ! But the sad thing is that it is NOT a one stop shop. When I went there immediately after my arrival they were only willing to extend my visa for 29days. Additionally, they told me that I could not go back to this office to extend my visa further that I would have to go to another office. It just doesn't make since to me. I'm there, they are there. We should both have the same goals, for the vistor to the Philippines comply with the immigration laws, and for the government to provide the immigration services in an efficient manner. It just isn't efficient for either party to have to make multiple trips to a immigration office. Please, please improve the "onward ticket" requirement and allow visitors to the Philippines to be required to purchase a "throw away" ticket. I would much rather have had the Philippine government have charged me a "convience" fee for the amount that I wasted on the throw away ticket that I purchased = $70USD and at the same time allow me to extend my visa for a longer period of time.

This does not apply to me, but I can see that this proposed Exit Clearance requirement could potentially be a big problem for foreigners trying to exit the country if a Filipina girl has filed some official false claim against the foreigner, i.e. false claims of rape or pregnancy. It’s an interesting subject, and yes it could be abused some time, but the good news is that it’s not new. We’ve been using exit clearances for decades. This just means everyone has to get one, not just those staying longer than 6 months like before 👍
If you are charged with rape, whether false or not you should stay in the country till they have figured it out. That is not a small felony. This should not only pop up at an exit clearance but at all immigration and custom’s bureaus. Now if you are talking about small misbehaviors like a parking ticket that is another thing.
As an Australian i think as long as the exit clearance is not required until after the initial free visa period , all will be fine, if it was 59 days before, i would have stayed 57days instead of 28 days on my last trip. Your videos and follow up is top notch pea.
Craziest thing I experienced was leaving the Philippines during the pandemic for personal reasons. From the curb to boarding the plane I had to show my passport 7!!! times. Last time I almost asked the man if he was “messing “ with me. Actually maybe a different word.
Compared to some parts of the us were you have to show your id to a not very happy cop? No problem with me I will have my passport hanging around my neck while wearing the exact same kind of shirt as my passport picture so their is no question that its my passport.
That's nothing really...some of the countries I've been to can be worse...ie: Madagascar, or Jamacia, you never hand over your original passport to anyone, only a colored photo copy, that way they can't pocket it and shake you down just for a little cash, or then accuse you of bribery. Situational awareness required!
Hi Pea. You say the exit clearance requirement is no biggie and just do it before hand. I disagree although I'll wait to see but it sounds like a real pain to me. When I go visit my fiancee, I may only be able to visit for 2 weeks and I fly into Manila and then fly to Catarman on Northern Samar to stay 2 weeks and then fly back to Manila and then my flight home to Australia. Does this mean I will need to waste a day of my vacation in Manila obtaining the exit clearance so I can fly home? Sounds very stupid to me 🤔

I got my SRRV with the help of JRC in Cebu. While I could technically have done it on my own I would have ended up bald and hoarse from screaming while tearing my hair out. Their services are top notch.

Under the proposed legislation, the exit clearance will only be required for any duration BEYOND the initial visa period (proposed to increase to 59 days, but we don’t know for sure yet), so no worries about having to get a clearance for short trips. Currently, the exit clearances are required after a set duration of six months in the Philippines, but this may be changed to apply to any stay beyond your initial visa. It’s still just a proposal, so we’ll have to wait and see 👍

The only attraction the Philippines have for foreigners is the sex trade! your country's infrastructure is sub par to most Asian countries and so is your health care. the only things your country has going for it, is cheap cost of living for western retired men and how easy young Filipinas will chase after an old retired western man because of the security and lifestyle they can provide for them, other then that, the Philippines really has nothing to offer a western foreigner.

I would get 30 Days Stamped on my Passport then i would have to go to the Bureau of Immigration to get an extension for the rest of my time that i was there.
Do you know if they are extending the amount of days you can stay just using your passport.

Sounds like the Philippines may be like "the Hotel California". You can check out any time you want but you can never leave.
Aside from extending entry visas from 30 days to 59 days, this is a way for Immigration to collect P50O+ EVERY TIME a foreigner exists in the Philippines. Let's not kid ourselves this is a money generator for immigration, and is costing the foreigner more cash. This is not streamlining anything. Doing a great job Pea.
Consider the fact if you are staying between 30 & 59 days, the Philippines is actually losing 3,000 pesos. This is due to the +30 day extension. 500 pesos is nothing to whine abut in my opinion (less than $10).
Everyone leaving in the old days had to pay in cash at the airport to leave, no matter who you were or how long you stayed. So just bringing that income back.
How so? You safe a lot more than 500 for one extension you no longer need.

Yet many other countries (inc Thailand where I lived for 11 years before moving to the Philippines) manage WITHOUT requiring visitors to obtain clearance before leaving the country! I personally think the requirement to obtain exit clearance is an unneccessary burden on visitors and should be scrapped.

For the initial 59 days Visa there should be no exit clearance requirement. Otherwise the Philippines are risking to loose BIG (and i mean REALLY BIG) on short term tourism (those who comes for a nice holiday and no intention to stay). And usually those 1-4 weeks holidayers are big money spenders and wants to enjoy their stay and not worry about "how i am going to leave?" The vast majority of holiday destinations do not require tourists to get police clearance. A few of such stories go live on the internet, i.e. some tourists lost 1000s of dollars because they couldn't get an exit clearance lets say due to an unknown/unexpected immigration office holiday and the Philippines will be done as a tourist destination for good. A lot of people will rather choose other countries to visit. So your legislators needs to think long and hard about their next step ... The tourists are watching, lol 😊
If they really want to modernize the system then stop making more paperwork and putting onus on short term tourists. Other countries are doing the way around: they have an online system where if a tourist comitted something the policy officer or whatever other official can put an entry in that system using the name/ passport number against the person. The immigration officer can simply check by scanning the passport at the airport and any encumbrances will show up on the system. And the tourist would not allowed to leave without sorting it out. It works like that in most countries in the world!😮
The issue about "tourist dollars" came up a lot during the lock down. Now it comes up regarding immigration law changes. The Philippines can run their country however they want. Losing tourist dollars is not their concern.
Policy makers have dreams of endless billions of pesos dancing in their heads. The idea is almost irresistible, and now they might have to think about the tourist industry vs. cash grab, not as dreamy.

This seems to me to be yet another way to try to forcefully grab more money from foreigners. Clearly this clearance with not be free, even for the innocent. Can you imagine the hassle felt by all the tourists that live a life morally upright as possible and keep their nose clean - as the brits say - and yet despite a very clean slate wherever they go they nevertheless must be forced to face the hassles of getting such a clearance, ON HOLIDAY, lining the pockets of the Philippines government for doing absolutely nothing at all? What have the many many innocent ones done in this case deserve this, to be forced to pay such a cost, for nothing? And then there is also the added fee which must be paid at the airport by all foreigners leaving the Philippines (the last I checked it was 500 php, and it is probably more now). I would never ever travel to the Philippines if I needed to pay the Philippines government money for an exit clearance as one of these individuals who stives to be law-abiding wherever I go. This is greedily taking advantage of innocent people. It's offensive.

I got an initial 59 day visa, then 2 six-month extensions and then a one year permanent residence - probationary. The paperwork took most of the day but they did give it to me.

I agree that more will become clear when the new law is implemented. By reading Section 70 it states- "A temporary visitor departing from the Philippines shall, after the expiration of the initial
authorized stay, apply for emigration clearance and pay the prescribed fees and charges
therefor" To me, this reads that if you depart before your initial authorized stay expires, you do not have to do an exit clearance. Thus, if you come in on a tourist visa, and leave before the initial term of 59 days, you likely will not have to do an exit clearance, but if you extend at all, you will.

Imagine a month with 1 million tourists coming and going.
That would lead to 33 thousand exit clearances issued on average per day in that month.
I have never been to the phillipines, but I would be seriously impressied if their Bureau of Immigration had the capacity to issue that many permits per day.

Hi Pea, I just in last the 3 weeks had to get my exit clearance after an 8 month stay in Angeles city , Philippines. Super easy at Immigration dept. at Marquee mall..You fill out,; think a 2 page form of the usual questions. Address, name, passport#, etc. It took around a half hour to get it done..(for that day.) The process takes 3 days. I come back to the releasing window after 3 days and picked up my exit clearing papers and passport.. You should make sure there are no holidays posted during the short window of time you need to leave, if you plane ticket has been booked since filing for exit clearance should be no more than two weeks from your departure date..and I think it's better to file on a Monday to ensure you have it by thursday or friday before u leave.

I'm glad that you interviewed JR from JR Consultancy. Their office right beside Immigration in Dumaguete City has always been willing to discuss Visa issues for free. Also, they can be consulted for fees to handle the Visa issues in their entirety.
Having lived and worked in the Philippines I can confirm that it’s super difficult to work with immigration in PH. Foreigners were allowed to leave during the Pandemic, but I couldn’t leave without an exit visa. Ok that’s fine but this needed to be obtained from manila office and the office is closed due to pandemic which resulted in me overstaying and being fined when it actually opened. In fact the office kept on closing at a moments notice almost weekly. Modernizing and putting more on line would drag the immigration office out of its 50’s thinking. The current paperwork method is crazy just go there and there are piles of paper at each office and windows. Not doing this just reaffirms most foreigner views of a backward system that grabs money to line corrupt pockets.

I agree. Knowing the delays and wait times at typical government bureaucracy there. I don’t want to spend all day sitting in an immigration office just to be able to go home. I cannot imagine the number of people that would flood these offices. 🤦🏻. And Philippines does not have a great reputation for these types of services. It is now a no go for me unless there is clarification. And I would never stay longer than the time one is required. So if it is 7 days. I would leave in 6.
I'd like to know how they plan to process the 1000s of foreigners exiting the country on an airline especially from Ninoy Aquino Airport demanding exit visas on tourist visa entry, my last exit took 4hrs just to be processed by 2 staff on border control desk, a tannoy announcement for the 171 passengers missing from one flight and 86 passengers missing from another flight to urgently get to their gate..except they couldn't as they were also stuck in the understaffed border control queue.. how will they process exit visas as well?

Hi Pea, this is what screwed me! I was in the Philippines for years. (Was a very good boy!) paid my immigration fees! but the lack of good immigration laws, Staff, caused issues! I knew better than, the sweet women behind the counter! found them making mistakes! could let that go, leave the office, knowing that would not work! So pointed out their mistake. Had to make a run to manila to Fix! Again, the smoke and games to con the immigration office! This was lawyer ease crap! But fixed the issue! (But Phillipo pride, and corruption!) many months pasted, then had a leave! (My Mom Pasted) and again my exit Docs were now the issue! went to an immigration office! This is what is scary, was Directed to a man from immigration! who for money provided Documents, and instructions how to get pass the gate at the Airport! Had no issue at the Airport! Money fixes everything!

Thanks for update. My problem each time is return flight pre-purchaed 30 'now 59 days' upon arrival. This is always an added cost for resceduling tickets. If i know im staying for 6 months, i wish there was a process to have VISA approved for the 6 months prior to ticket purchase so flights dont have to be resceduled. I cant imagine the new headache of being approved to leave. The airport is already a very long wait. Time to start using computers. 😁🤣

Thanks for having JR on to clear up the proposed immigration law. So many vloggers are playing armchair lawyers as always and muck up the plain meaning of the proposed legislation and legislative intent. I do see one potential major issue in implementation given the speed at which the Philippines government acts administratively. The change to the exit clearance law could result in so many problems because there is no way it could be handled at the Manila and Cebu airports. There would be huge lines similar to as if every person arriving or leaving was stopped and detained by customs. Many older people are not tech savvy. If implemented as written it would require major staffing increases and technology enhancements. Think about this one scenario. You arrive early at the airport to go thru your exit clearance and customs. But there is a long brownout or internet outage and the computer systems go down with no solution at hand. You are going to wave goodbye as your plane departs. There needs to be what is known as a soft opening before enforcement and detention goes into full effect. That is how the government could identify and implementation issues. One thing that comes to mind is the need for additional space with a large processing area and many offices for airport exit clearance management and staff. Think about one other thing. A person is coming for a short period and immediately upon arriving they have to worry about securing an exit clearance. There should probably be a minimum stay exclusion for short term tourists. Maybe this will be an amendment or change as the proposed legislation is vetted. Many new laws have unforeseen unintended consequences. Thank you to JR for his time and information. A big congratulations on his upward mobility in his company as it expands. It is well deserved and is indicative of well provided services.
"armchair lawyers" is the perfect term for some of these vloggers. I wonder if any of them will be sued for giving wrong or misleading information. I doubt they are qualified or have ever studied International Law. I prefer to trust JR.

For folks staying between 30 & 59 days, it actually is less money. That more than covers the 30 day extension cost. Plus extending the visa online is huge. I like the changes, personally.

I've been using JRC for about 5 years now to handle everything visa related. I will continue to do so as they are efficient and knowledgeable about the process. I'd much rather pay their nominal fees to ensure my continued legal status in the Philippines.

Behold behold… the first years I was visiting Thailand, I needed a visum before arrival, regardless of the stay. It was relaxed to 1 month visa free.

Hi Pea. Just watched your blog re the changes to visa etc. I think that this will have a negative effect on tourism. It is easier to gain entry as you point out, but having to get a clearance approval to leave, regardless of length of stay is more than an inconvenience. I for one can see scammers lining up to ambush visitors with scams in order to make tourists have to pay money to enable them to leave after even a short stay of only a couple of days. Also, where does the tourist have to apply for clearance if he / she has visited several islands and many places

First, sorry for not commenting for so long (dealing with a lot of personal issues and moving to a new city in the last six months).
Thank you for the updated information. I'm been evaluating whether or not to get cornea replacement surgery (about half the cost here in the Philippines than having it done in the States AFTER USA MEDICARE PAYING 80 PERCENT). Knowing that the tourist visas will essentially same the same will help in the determination.
As for getting visa renewals; in two weeks I will have to go and get another two month extension. My story is after the 30 day and 29 day extension, I got one six-month extension (in June 2021). After that (August, October, December 2022, February and April 2023), all BI would give me are two-mmonth extensions. In August, I was asked when I was getting married and I said we're still getting to know each other and since marriage is a lifelong commitment, we need to be certain.
In October, I was questioned for about 15 minutes on why I hadn't married my girlfriend yet. I finally had to explain I could not give her children and she was deciding if she could live a life without them (She says to me she can). In December, I was told they could only give me a two-month extension if I was NOT getting married. In February, they said this was the LAST EXTENSION I could get in their office (Palayan City). From now on, I HAD to go to MANILA to get further extensions.
In April, I went to Manila-Intramuros and they would only give me a two-month extension. I NICELY stated that some foreigners I knew said they had no problem getting six-month extensions (only needing four or five in three years) and asked if there was something I was doing wrong or extra fees I needed to pay for a six-month. The officer called his supervisor over and the supervisor said in clear English (rather rudely) two months is ALL they give, they don't even HAVE to give me an extension, and either I can accept the two-month extension or I can prepare to leave the Philippines in six days (when my current visa expired). I just said calmly "give me the two-month please".
When I talk to other foreigners about it in various FB groups, they keep telling me either I'm doing something wrong or there is just something about me they do not like. (And I think I have a good idea what that something is, but if I'm right there is nothing I can do about it). Anyway, those are my experiences on getting visa extensions here in the Philippines.
Left the Philippines a bit earlier than planned(5 months). When going through Immigration at the Airport in Manila l could see the guy was confused, brow furrowed and counting the months on his hand. Checking and counting the months and only coming up with 5 months. I finally decided to let him know that l was going back to Oz for medical treatment. Then his brow lightened and became less furrowed. I can see a problem which will make the Philippines less attractive if they insist on an Exit Clearance for all foreigners who visit the Philippines for any period be it 1 day, 1 week, 1 month or 1 year. This doesn't seem logical.

@@TheFilipinaPea I can understand why the PI Govt would want an exit clearance, but for those of us who want to travel there for three weeks and no longer, that sounds like unnecessary bureaucratic red tape; and for those of us in remote provincial barangays it's logistically difficult and kinda gets in the way of a simple 3-week vacation where you're staying in _your own house_ for godsake.
My daughter and I want to plan a trip to take her husband and kids there for a few weeks in order to see and experience their heritage; I sure don't wanna get mired in bureaucracy wherein my daughter, myself, her husband and their KIDS all gotta get exit clearances and basically file for them the minute we land in Manila. If I'm the widower of a Filipina, do I retain any "balikbayan" privileges that allow me to stay for no more than three weeks and I can just board the plane and go home? Or are all of us subject to an exit clearance even though we've been in country only 3 weeks?
Exit visa is ringing a few bells, If an angry GF calls imigration,then what? Living it up at the hotel California. You can come in any time you like but you can never leave haha!

As a US citizen im moving to Cambodia. Buying a throw away ticket to enter the Philippines has become an expensive annoyance.
Second reason is the 30 day renewal is 4300 php, 72$ US per month. Cambodia offers a 1 year multi entry/exit visa for 294$ US.
Another annoyance is the vaccine mandate. You can say Philippines is open but they require the etravel form that requires vaccine info.

Convenient news as im planning for a six week first visit and don't want the extra cost of re booking a return flight. I sent an inquiry about getting the 59 day in advance but got no response from the consulate.

That exit clearance sounds like a pain... And if there are many hiccups with it, it's going to be a tourism killer. What is the point of visa on arrival if you have to deal with the government in order to leave?

Or, an even better solution, if possible, would be to simply scan everyone's passport on exit and check it against an actively maintained database; that way it can be instant and not paperwork-filled. I see why they want the check (and not having ti for short stays somewhat defeats the purpose), but the ideal situation is that it'd be as quick, painless, and stress free as possible.

Thanks for your explanations. I understand it is pointed towards tourists, my case is different. I came to the Philippines in the nineties of last century on a PERMANENT visa, built a house on the lot of my then wife's family, bought a house from a German friend's widow when she got financial problems, helped other people, suffered under Prime Bank bankruptcy, felt the Philippines to be my home and I am a part of the country. As such I donated blood and helped in a re-forestation action, planted trees up in the mountain where the locals had cut all the small trees to get fire-wood. I financially helped a local family when a typhoon had blown away the roof of their house, finally I supported my partner to build a house at a peaceful remote place. Everything fine, till only this year 2023 I learned that my PERMANENT visa was no more permanent but now, at my age close to 75 years old, I have to downgrade to tourist and leave the country every two month for a moment and re-enter, which both financially and physically regarding my age would be difficult. To go back to Germany where I have no more relations is not an option. Anyway any day I can die, problem solved, but also I can reach the age of hundred years, spending month after month my pension from Germany here in the Philippines. Why can't those government officials just let me peacefully die without worries?
That's not true, you still can have a 36 month stay. The bill just says you have 59 days to get a visa after your initial arrival. And if you're married to a Filipina you can get permanent residency.

The "One Stop Shop" 24/7 BI office at NAIA is a great idea !
But the sad thing is that it is NOT a one stop shop.
When I went there immediately after my arrival they were only willing to extend my visa for 29days.
Additionally, they told me that I could not go back to this office to extend my visa further that I would have to go to another office.
It just doesn't make since to me. I'm there, they are there.
We should both have the same goals, for the vistor to the Philippines comply with the immigration laws, and for the government to provide the immigration services in an efficient manner. It just isn't efficient for either party to have to make multiple trips to a immigration office.
Please, please improve the "onward ticket" requirement and allow visitors to the Philippines to be required to purchase a "throw away" ticket. I would much rather have had the Philippine government have charged me a "convience" fee for the amount that I wasted on the throw away ticket that I purchased = $70USD and at the same time allow me to extend my visa for a longer period of time.

This does not apply to me, but I can see that this proposed Exit Clearance requirement could potentially be a big problem for foreigners trying to exit the country if a Filipina girl has filed some official false claim against the foreigner, i.e. false claims of rape or pregnancy. It’s an interesting subject, and yes it could be abused some time, but the good news is that it’s not new. We’ve been using exit clearances for decades. This just means everyone has to get one, not just those staying longer than 6 months like before 👍
If you are charged with rape, whether false or not you should stay in the country till they have figured it out.
That is not a small felony. This should not only pop up at an exit clearance but at all immigration and custom’s bureaus.
Now if you are talking about small misbehaviors like a parking ticket that is another thing.

As an Australian i think as long as the exit clearance is not required until after the initial free visa period , all will be fine, if it was 59 days before, i would have stayed 57days instead of 28 days on my last trip. Your videos and follow up is top notch pea.

Craziest thing I experienced was leaving the Philippines during the pandemic for personal reasons. From the curb to boarding the plane I had to show my passport 7!!! times. Last time I almost asked the man if he was “messing “ with me. Actually maybe a different word.

Compared to some parts of the us were you have to show your id to a not very happy cop? No problem with me I will have my passport hanging around my neck while wearing the exact same kind of shirt as my passport picture so their is no question that its my passport.
That's nothing really...some of the countries I've been to can be worse...ie: Madagascar, or Jamacia, you never hand over your original passport to anyone, only a colored photo copy, that way they can't pocket it and shake you down just for a little cash, or then accuse you of bribery.

Hi Pea. You say the exit clearance requirement is no biggie and just do it before hand. I disagree although I'll wait to see but it sounds like a real pain to me. When I go visit my fiancee, I may only be able to visit for 2 weeks and I fly into Manila and then fly to Catarman on Northern Samar to stay 2 weeks and then fly back to Manila and then my flight home to Australia. Does this mean I will need to waste a day of my vacation in Manila obtaining the exit clearance so I can fly home? Sounds very stupid to me 🤔
