C4 is really good as a distraction, it does a great job of moving sec to a location and causing chaos and the delay can let you run off without being seen
The remote signaller and multitool in the breacher kit were probably meant to be used with the c4 for instant c4 detonations when breaking into places, a tactic i once used to steal the cmos hypospray without being very slow before it was nerfed Also the nitrous oxide tank in the sleeper kit you can put on someone when you knock them down to keep them asleep as long as you turn their internals on
The oxide interation is bugged to where the person can wake up by constantly spamming the wake up action. This wakeup gives enough time to take off the mask. This renders it completely useless.
Just by the thumbnail picture you can tell this tier list is great nocturne is underused but definitely A tier! I've even bought the hypopen+noct combo as syndie plenty of times even. It is extremely useful and easily concealed
Syndie kit is basically an emag, the radio jammer does block coords and machines that make radio messages, like the cargo orders console, not that your emag doesn't already block the radio message. As for the sleeper kit, the N2O is for when you want someone to stay asleep longer, since you already used nocturine on them. For breacher, the c-4 do have uses in getting sec and others to head towards the explosion for a distraction, the remote is only 15 tiles so maybe get an advanced signaler or use a button. Smuggler kit is bad, generally you do not have 45 seconds to let an item fulton to your stash, most things you need to steal are small and can be carried with you, if you stealing a machine you can dismantle it and take the parts with you, unless you for some god forsaken reason have an objective to steal a teg part.
For thieves, it just means having both takes up more inventory space. I see Authentication Disruptor being the better choice to keep on you and then stash the EMAG somewhere
