That way, GER isn't a time-based stand, but a causality based stand, hence how it was able to invade Diavolo's skipped time-world (completely different from Jotaro moving in stopped time, because when Diavolo erases it, there's nothing you can do inside it, the boss is essentially it's one and only master), nullify the prediction of Giorno getting his heart gauged out, and leave Diavolo dead in his tracks.

I watched the anime first, and then went back and read the manga. I'm actually astonished at how this sequence of events is presented, so much detail yet so clear. How someone like Araki and his artists have the vision to create something like this is beyond me.

My only nitpick with the anime is that they added Diavolo crushing the scorpion, which creates a plot hole since he doesn't receive any damage out of it, despite the scorpion being a GER creation.
I caught up with the anime, and wanted to know what would happen because i was so into it. I had never read manga at that point, so wasn't used to how some things were visualized. Needless to say, I was really confused at this part, and had no idea how GER worked lol. The anime cleared things up, since I was able to see the bullets going back into Mista's gun, and the blood going back into Boss' hand. It made me realize that both mediums have pros and cons. Also the sound effect and music are awesome, and I can't wait to see what what stands sound like in later parts.

Watching this make me realize this is mostly the same as what happened to Bruno before. Diavolo's sense got berserked. It started with scopion bullet attack. Normally, Giorno need to use Golden Experience attack directly at human to make this happen. I guess Reqiuem makes this ability more appearance. The prove is how Bruno and Diavolo don't 'move' much before his sense of berserk started.

What's with that random timestamp? Also I gotta say that the coloring actually gives more depth to the drawings, the original manga is as "tridimensional" as the colored version, same can be seen with One Piece Colored manga, some panels look like actual CGI.
