Yes this is on base housing, it is dual voltage! My husband did all the work so i’m not 100% sure but we were very lucky to get keltanwall for just us 2. I don’t believe there’s a waiting list you just get what they give you or i’m sure you can ask if they have any space in Keltanwall!
You should have a sponsor there to help out with that, or i believe you can look up the base and housing and it should just be on google. My husband was stationed there before i arrived so he did everything sorry i’m no help!
Housing is whatever is available not by rank! They’re mostly Multi-family. Ours were kinda like duplexes. The other 2 housing options on base are stairwells. They do have off base also like duplexes, if you get lucky there’s single some family!
