Hi. Should I take a rendering cut in Dimension and then use the animation effect in Photoshop to move the circle??
Not really, the refraction of the glass will be static and because of that the animation will look unrealistic
This would look amazing with the moving gradient you make in after effects I’m guessing it’s possible
Glass materials don't work in After Effects unfortunately

My problem with illustrator or dimensions or any other peogram having issue with ray tracing, whenever i click on that my laptop goes hanged and have to restart later thats why I cant able to use that feature, my system is HP i5 with internal gpu.

Adobe Dimension implemented a while ago GPU render (Beta). Go to "Edit > Preference > General" scroll down and select "Render > Render with GPU". If you render with CPU it's gonna be very slow even with the latest i9.
Is it possible to export from Dimension and import the 3D model into After Effects, while keeping the material/texture properties from Dimension? When I import my model (Glass object with liquid inside) AE does not keep the same sheen/Index refraction as the model in Dimension. The model is transparent, however it doesn't look like Glass at all. It's just a super flat and dull render.
You can't unfortunately, I did tried it before but it seems like when you import the 3D model, Ae gets rid of the materials. You might be able to do it with depth maps and displacements but it's just an over complicated process.
Really good, but I have a problem - when I have on raytracing mode and have rendered image then I see pixels on the background (plane), how do I fix it?
After exporting/ rendering the final composition all pixels disappear

Yes you can, they got glass materials too. I have a couple of tutorials with this in Spline. You can go to may YT page, scroll down and go to "3D Tutorials".
I have GTX 1650 can I apply ray tracing in it ?
Of course, it will take longer render time.
