“User Log In” filter would be great to trigger a negative workflow. The workflow action would be - remove never logged in tag and remove from the welcome to the course nurturing workflow. The welcome to the course workflow has an initial action - here is your login, and then a series of reminders to go through the course. This is to catch those people who sign up but never access the material and thus don’t engage with your content.
