I have to share what i interpreted in the music video: my first thought when Rosie didnt use the colours in her painting was a colourblindness, which is why the parents took her to the doctor. Many investigations later the doctor gave them the hard diagnose: cancer. Soon the daughter lost the fight and after her death, her father took his life as well leaving the mom of Rosie totally on her own. The mother fell in a great depression, which is where the music video continued. Throughout the song, she is finally taking the step of watching her past with her little child. Dancing, drawing and other children help her get over her loss so she can finally be happy again. The song is about how music helps people who suffer from depression or other major problems ("even if the heart is broken, keep on dancing"), and my guess was that "please tell rosie i'm not gonna come back till september [...]" refers to the mother telling her child she will not join her yet in heaven, since she has found out how to live a happy life again.
