Agreed, friction plate should be first. I have a different version of the STM 42t and have just brought a new basket and plates. The steels do wear differently. Theres only 0.5mm tolerance for the clutch to be in spec. I got my old one working fine by sourcing a second hand 2mm place and replacing the thinnest one . Brought a new basket and plates anyway cause it thought it sounded a bit rattley, sounds exactly the same at its supposed to.
The inside copper looking plate is the progressive engagement plate, effectively another micro spring in the stack. Don't know how a steel against this would behave.

What the exact model and torque for the impact wrench? Not quite sure if 340 ft-lb is good to go.

Ricky Fernandes try to find the most worn pad plate. Change it. It should be only one or two worn pad plates. The steel plate should be fine
Wrong plate order. You should start with a sintered plate, period.
