The sandy cay feature is one that is submerged underwater for about half a year and probably shows its surface after that depending on the tide and seawater level. As it is, china is struggling to keep its surface by constantly putting sand or rubble on top of it something that is washed away by the incoming tide or storm according to exscjcarpio. What's the point and use of any bilateral consultation mechanisms when China's idea of such a thing is "You talk, we say whether we agree or nor. If, for example, the Philippine Coast Guard ships enter waters 200 miles from a Chinese coast and start shooting water at Chinese ships, would China consider that a grey zone action by the Philippines? Probably not. On a related matter, the NSC Assistant Director General was right in saying that the Philippines have the moral and legal high ground in this case. The Philippines needed to maintain that higher ground by sticking to the present tactics that the Philippine Coast Guard had been employing, not requiring the use of water cannons.
