As many other commenters have pointed out, “Guardian Elma” would be a better candidate for a monster that cannot be legally Summoned, as “Elemental Hero Neo Bubbleman” CAN be Summoned via “A Wild Monster Appears!” and “Lullaby of Obedience”. Also, that play of Tributing “Summoned Skull” for “Elemental Hero Flame Wingman” is illegal, since “Elemental Hero Flame Wingman” has a restriction in that it must be Summoned by Fusion Summon, and not by other ways. “Metamorphosis” does not ignore Summoning Conditions, after all.
I could be wrong, but theoretically, couldn’t you just set guardian Elma and then if the monster gets attacked use something like Wabaku? Technically, it was never flipped, summoned or summoned it was just set.

Ah Neo Bubbleman, one of the weirdest “what if” situations in the game. What if every hero got a Neo version that was either a great retrain or a fusion monster. We can only dream.
That's a good point. Neo Bubbleman should've been a Fusion monster (Bubble + Neos, obvi) but be the same level as Bubbleman so you can Metamorphose him. As it is, he's basically a ritual monster that can't use ritual support.
Neo Bubbleman was a Season 1 card, before Neos was a thing. Though if it were printed just a smidge later I could imagine NEX being always treated as Metamorphosis specifically for this one interaction. Though NEX wasn't really thought out that well and only can make two monsters.
Neo elemental heroes won’t be a thing any time soon because we have neo spacians with nex to replace them even then not all of them got their nex form and even clay man didn’t get his fusion form They really flopped it

I am so sorry this aged so poorly so quickly as Konami just announced Elemental Hero Flame Wingman - Infernal Rage. Which is now an in archetype way to summon Neo-Bubbleman.
What surprises me the most is that they haven't errata'd metamorphosis yet. It'd be quite easy like:having to tribute a monster with twice the level of the fusion that's going to be summoned or make the effect once per duel or give it the same restriction as Card car D, use in during main phase 1 and your turn ends. Bunch of stuff can be done. They're just lazy
There's also Counter Counter; that card is meant to negate counter traps. Just one problem, it lacks the counter icon. Without it, it's impossible to chain a counter trap card.
I feel like we dodged a bullet because if Neo Bubbleman was actually a good card, they would have retrained Metamorphosis into something probably close to as broken.
I think you can summon neo bubbleman can be summoned by ignoring it's summoning effects by using "a wild monster appears" or any other spell card that negates the summoning effects
I love how people want to errata Neo Bubbleman to be able to be summoned when it wasn't even worth summoning when it first released. It's essentially just a hard to summon Yomi Ship.
They should make a spell card, with a blanket "you can use this spell card as a replacement for any effect that specifically names and requires a spell for its effect" (or something, the PSCT could be better than what I said), to allow cards like Neo Bubbleman and Elma to be played again.
In situations like this, to balance it I'd make a ritual spell, and turn neo bubble man into a ritual monster. This would make it easier to make legal, and it would be the first hero ritual monster. The ritual spell would be called mask of neos, or something like that.
I still have decks that have metamorphosis as active cards but thqts because there not built around rules but rather built around fun. I have a bunch if decks I've specifically made to ignore modern rules well certain rules some still hold up

It was banned because of Demise OTK with Cyber Twin Dragon. Because of better and better Fusion monsters coming out over time, the card can never come back in its current form.
As explained by others, there are multiple ways to summon monsters ignoring their summoning restrictions, such as A wild Monster Appears The only card that is truly impossible to use in any shape or form is Jar Robber, as there is no way to cheat its activation being a spell card

They could give Metamorphosis an errata or make another card that uses Metamorphosis as its name. Kinda like how Fusion Substitute is Polymerization even though it's got a different card name text. I doubt Konami ever would but it would fix the problem.
Similar situation with guardian Elma and the butterfly dagger. The magic card is banned due to infinite loops, and the monster can only be summoned with it in play.
They could make an alternate version that is a fusion monster that has an additional effect that summons it. This is a very possible option as they did this for Neos Wiseman.
You could actually summon it using Lullaby of Obedience.

Now, I believe in recent prints, it has the icon. However, 1st edition cars do not.
You legally CAN use in a deck, but even if metamorphosis was legal, you wouldnt run such a garbage card like neos bubbleman
I never had the needed cards for fusion summon so my deck used to have 2 metamorphosis cards to bring out Labyrinth Tank, Ryu Senshi, or Bickuribox.

Given there are still tons of tournament legal decks that can FTK most duels they're in, this Metamorphosis ban hardly matters anymore.
No matter what the meta is, metamorphosis could BREAK everything if it ever got unbanned.
When I played, the problem with metamorphosis was Thousand Eyes Restrict by tributing a scapegoat token.

You can't summon Flame Wingman with Metamorphosis, since it has to be Fusion Summoned. Cyber Twin/End would have been better to slow off it's effect.
Metamorphosis is Cyber-Stein spell version.
