Army, its a Pebeo disposable plastic palette. They are frequently sold on ebay and other art shops. You want the 16 well version. I just picked up a pack of 10 on ebay from a UK seller (mulberry_silks_ltd) for $7.61 (+ $3.20 shipping to the US). Hope this helps.
