I think it could also be a juvenile bald eagle. Their heads and tail feathers don't turn white and their beaks don't turn yellow until they are about 5 years old.

Went on this exact tour, same boat… they don’t go up to the whales, not even close because of the state law, so you never see there full body or face just small black outline from super far away, also did not see any sea lines or orcas.. huge waste of money!!! :(
