I do aikido for 8 years already and it still seems to me that kote gaeshi and shiho nage are very similar techniques, but if the first one can be done at gedan and chudan levels, the later is executed at jodan level only.
It is VERY difficult to punch if nage can cause the opposite shoulder to go backwards. Slow the speed to 0.25 at 0:18 and 0:48 and 1:03 (there are dozens of them in this video) A horizontal turn of the waist often causes uke's shoulder to roll backward. If you look close at Shirakawa Ryuji sensei's back foot in each of these, it rotates behind him. By rotating his back foot behind him, it pushes his front hip forward and rotates uke's body causing his shoulder to pull backward. A very good uke can deliver a punch, but it is weak. The safer option is for uke to flow with that force using the swinging arm to break his fall.
