The late QEII's wishes are not being ignored. She said she wanted Camilla to be known as Queen Consort to quash rumours that she would be known as "Princess Consort". That whole thing came up because her husband had been called Prince Philip rather than King to make sure he wouldn't be mistaken for the reigning monarch. His "job description " was "Prince consort", just like that of other men who married female European monarchs in The Netherlands, Belgium and Denmark. This still reflects old sexism.

Before QEII, we had Queen Elizabeth (who was later called "the Queen Mother" to distinguish her from her daughter), Queen Mary, Queen Alexandra. All of them were Queen Consorts. But the term "consort" is just a description, not a title.
QEII's role was the Queen Regnant, i.e. the monarch herself, not the spouse of a monarch.
I don't think the Palace knew he was going to appear in the Order of the Garter and once he walked in they couldn't very well rip them off his back and cause a public scene so they did not “allow” him wear them. Maybe they should have confiscated the robes so he wouldn’t be tempted to wear them. But the bigger problem is that he is not moving out of the 30 bedroom mansion.
