You have to reach 100 affinity with Mowen. There're 2 miss-able events. The first one is finding a gift for him, I don't know choosing different options will grant different affinity for him, but I decided to gift him chess board. The other event can be triggered after Xungu Pass battle (or probably after The Wudang Traitor quest), visit Qingxu, he would ask you to look for Mowen in Tancheng city, it'd give you 10 affinity with Mowen, make it reach max affinity with him.

I forgot to pick him up after doing investigation quest. So, I guess triggering condition is you mustn't have him in your party.

You need to raise his affinity to 100, when he asks for a gift go for chessboard that should be enough
