  • David Zweig 崔大偉 draws on decades of research to document China’s “over-the-top” effort to gain the help of immensely talented Chinese who were living and working in the US, as well as the US government’s harsh counterattack, and its strategy to limit and disrupt the transfer of US technology to China. He offers case studies which include stories of several victims of that campaign whose cases were never made public. Zweig highlights the harm this war has done to Sino-American scientific collaboration and the education of Chinese students in America. Prof. Zweig's book on the talent war will be published this summer.

      Agreed bro!! To block us going up the ladder the U.S. bosses say we are not assertive enough but will criticize China for being too assertive on the world stage. They prefer the yes man from India and the media turn them into heroes !! Over and above Sino - Chinese , all yellows in the U.S. are discriminated against or have an uphill battle to fight an unfavorable bias! Fear of yellow perils they say!! Morris Chang was refused the post of CEO at Texas Instruments and returned heart broken to Taiwan. And TSMC was born!

    Believe it or not, the Chinese in the Chinese universities may be much more innovative than Americans in American universities. Also, the living standards and life style of major cities in China may be much better than in American cities.

    China recruiting its own citizens back to China is cited as China's fault, the source of the problem? What kind of nonsense is this? The problem isn't China recruiting its own citizens. The real problem is American's lack of competitiveness when measured against China. I'll bet if the Indian government started recruiting Indians, the US wouldn't have a problem with that. Why? India is FAR from being competitive, both economically and militarily, relative to the US. Even this supposed "expert" is extremely misguided. I see ZERO hope for the West.

      No Indian with a US PHD will go back to India to live and work. India is just too backwards, divided and corrupt to keep talent. India has no appealing reasons for Indians of any educational level to stay there. Even non-intellectual Indians leave when they get the chance to and even they would no go back.

      Agree. And President Xi's announcement of student contributions is out of pride and gratitude. He would not have expected that the US could use such evil means to stop the program from happening. Only now as events unfold do we see the real evil ways of the US government.

      "U$ don't trust the Chinese very much!" (face palming).
      That is so odd, U$ is infamous for listening and spying the world over,
      the only country with 800+ military bases and many are in fact surrounding China.
      U$ sends military warships and recon flights and spy cameras near the coast of China.
      U$ has green berets stationed just 10 km off the coast of Fujian.
      U$ continue to fund and instigate separatist movement all over the world.
      U$ the only country known to break all international treaties incl the Iran deal, pull out of many international accords, including all deals with native first Americans.
      What makes US think anyone trust them in the first place!!!!

    China gave them free education, developed their foundation and talents to a certain level. They went to America for their higher studies. Without this solid foundation in math and science, these students would not have excelled in their chosen paths. It is but logical to return the favor to the mother country.
    China alone has so many talents, and this exchange of ideas will be beneficial to both countries.

    IN 2022 only 8% of Chinese with Ph.D in AI stay in US, compare to 2001 98%. How can you compete to China , if you can't attract more crème of the crop. Due to poor treatment and bad policy nowadays.

      That's why there are "glass ceilings" for Asians in America (there's your "collaboration"). That's why there was huge amount of anti-Japanese sentiment (there's your "collaborator") during 70s and 80s, and the same anti-Chinese sentiment today. That's why Hollywood has been known to, for decades, systematically emasculate Asian men and fetishize Asian women.
      Everything about America is designed to oppress Asians while exploiting Asian brains and labor. That's why they hire Asian "scientists" like you as workers to advance American owned technologies while sanctioning Chinese tech companies to stop them from advancing.

      Putting aside that America is of course an immigrant country including generations removed, US born talent has been among the most innovative in human history. Thomas Edison. The Wright Brothers. Henry Ford. Bill Gates. The internet. Plastics. The Apollo missions and landing on the moon was mostly (not exclusively) US talent. The engineering feats. The founding of the major universities. It goes on and on. American born genius has created a good chunk of the modern world.

Recently, the case of 39 illegal immigrants died in a truck in the UK were immediately reported by western media as Chinese. It was later identified that all of them were Vietnamese. Hardly any Chinese will want to immigrate to unsafe US where anybody can be gunned down.

    My country Malaysia lost a lot of smart and talented people especially to Singapore and western countries. Now China is sourcing Malaysian Chinese to work for them. Malaysia Chinese are very special, they are multi lingual minimum 3 languages and great inter racial skills plus being industrious.

    Except that your conclusion isn’t complete. Brain Drain is in itself a category of US hegemony like dollar, finance, or military. By far the main reason for accomplished students or scholars to want to attend top US universities was because of they lead in certain fields technologically. And the reason they were more advanced was because of the result of century old imperialism, not because Americans are smarter or work harder. Next, also far by the main the PhDs stay in the US was because of their wife, and probably kids. If you can understand how Asian women are brainwashed by western cultural hegemony, you know, nice single family sweet homes, supermarkets, fashion and music as seen in Hollywood movies, then you can understand they want to marry PhDs and drag them to stay in the US with them. Again, an offspring of US imperialism. US brain drain China, China brain drain US back. It’s fair game. When it comes to national security, everyone knows Tiktok, EV, or spy balloon.
    Another missing piece of conclusion is that China has now surpassed the US in most technologies, according to the UN or according to markets and businesses. It only China 5 years from scratch to dominate in the electric vehicle industry, and from a tiny car exporter to surpass Japan as No.1. China is producing 11 million graduates in 2024, 40% in Math Science and Engineering, 10 times the US. Plus a good percentage of the best graduates in the US are Chinese.

      You are so right. Fell for the trap seen on TV. Get a house, get a wife, get kids, decorate my house with European and western furniture, have barbecues and go to the beach. Conditioning from watching western movies. Notice Chinese, Korean, Philippine, and Japanese movies set in the 20th century or 70 s-2000, all have western clothes and furniture. If you replaced the people with white actors who spoke English it would be an English movie. The cowboy movie the magnificent 7 was copied based on the black and white Japanese movie the seven samurai. They have done that with a hong kong cop movie from 2020s made it into a cop movie with Leonardo caprio who plays an Irish cop trying to catch corrupt cops.     It is really sad to see the civilian knowledge in the public domain is now eaponized by the US.
    I am an ethnic Chinese with a doctoral degree too in the west. In my view Ph D, regardless he/she a Chinese, Indian or any nationality, in the west is just slavery for the learned persons. The reason most westerners do not do research to seek Ph D qualifcation is because there is no money in it. Westerns with good academic qualification have all since gone into finance, legal and other money making professions.
    The knowledge and research from these Ph D are fuelling the development of the society. These learned population is the hard labour (metally) at the forefront of human knowledge frontier. It has always been the norm that scientists always exchange ideas, hold discussions, seminars and publish technical papers to further human knowledge for the benefit of mankind and not just for one country! International academic exchanges have been going on for decades and are not just done in China alone. There are sensitive research for the military establishment but they do not do exhanges with the outside world. Knowledge of commercial value are always safeguarded for financial reasons and do not get circulated.
    The reason that there are a large number of of Chinese with doctoral degree overseas is because the Chinese, just like the Indians, are academically capable just as any European or westerner. SInce China and India are the most populous countries it is natural they have similar proportion of bright academics available in every country like the Chinese or Indian takeawys or restaurants. Chinese people are culturally patriotic because that is their 5,000+ years tradition. China is governed by a culture. The Chinese behave the way in accordance with the teaching and wisdom left behind by their ancestors.
    The US, UK and Australia are fearing the Chinese students leaning western technology. They now try to limit the admission of Chinese seeking M Sc and Ph D programs. This causes also a cliff drop of Chinese students seeking to study overseas. The west will get its wish of no more Chinese scientis on their soil but their universities are now finding difficulties to survive without the supply of overseas student able to pay the exorbitant tuition fee. Academically they have also made do without the contribution by the Chinese students. It will be interesting to see how the situation develops. However the signs on the wall is without the Chinese talent, Chinese mass market and Chinese participation the new west will be radically different from the good old west.
    As for China a survey indicates between 2013 to 2022 China produced 1.7 million graduate engineers at time the US turned out 120,000. The ratio is 14:1. Annually the data in 2023 shows China produces 600,000 graduate engineers while the US has 70,000. Annually the ratio is 8.5:1. China has been able to grow economically in the last couple decades. This may have been assisted by the Chinese engineers and scientists living overseas but in the long run China is unlikely to be short of talent in science and engineering.

      Something to remain cautious about: in the next twenty years as the Chinese population eclipses there will be much less STEM graduates by sheer number. Maybe there is an optimal point at which the schools can pump out just the right amount of students without over or under saturating the market, but I'm concerned for the future of China when young people began to take what they have for granted and give up marriage and family.

Countries like US, Canada and Australia will cease to grow if the immigration is stopped. It is a would wide problem except for the undeveloped or new developing countries.

      While randomly browsing google images I once saw a photo taken at a random beijing school where the students had written the 4 Maxwell differential equations of electromagnetism on the snow at the soccer court in large letters, taken from above presumably from a class' window... that's when I realized Chinese students were on another level from a young young age and seeing all these Chinese academic achievement at all levels makes sense. In my school they didn't even teach us the basic concept of mathematical functions. xD

      The battle is already won by China. China is leader in 90% of the 44 essential technologies. China produces 5 million STEM graduates each year, the US only 500.000 and many of them aren't even Americans... How can the US compete with China? They can't...
      Lucky for the US, China is not pathetic like the US and won't cut cooperation with the US, so the US can still benefit...

      You are wrong about the amount of PHD's being equal between China and India. There are way more Chinese PHD's than Indian. Even though the populations are nearly the same, the average IQ difference between the populations is what makes the difference in all aspects of educational and scientific achievement. China' main advantages over the rest of the world are it's high IQ of it's population, it's population and the hard working mentality of the Chinese people. The combination is hard to beat and that is why China is the manufacturing and leading edge science power house it is today.

    Hired a couple of Chinese PhDs for my labs over the years; brilliant men and glad to have them. They did their bachelors in China and their grad and PhD work at excellent schools in the US. More recently I've picked up a couple of Vietnamese PhDs who followed the same path and they too were a real benefit to our work.
    Where the change is coming is that China now has some of the best universities in the world and increasingly their best and their brightest will stay home. The talent will stay in China. Add to that the fact that you can attend a top university there for $4,500-$10,000 a year compared to $60,000 -$80,000 a year here for first tier universities.

    It seems that the main reason the USA was at the forefront of technology was due to foreign talent in R&D and Universities with most of them being of Chinese background either from the diaspora or from China.

    The reason Chinese PHDs and others stay in the U.S. is the same reason migrants flock across the Southern border - the artificial, overvalued U.S. $. The U.S. $ gets 40% of its value from simply being the world's reserve currency. If you are going to trade time for money, then you want to trade time for the U.S. $.

    have a look at the "Leiden Ranking" for STEM based on the popularity of academic articles ( tiny Singapore is up there but a few Chinese universities/institutes are above MIT)

    The current China was and is built on 2-nd tier Chinese talents. The first tier talents have gone to western countries. Imagine China had the 1-tier talent all went back to China ( 1 country with with average population IQ of 104) ??? Statistic shows 90% of QingHua undergraduate students (average IQ>>145) and 100% graduate students gone aboard after 5 year after their graduation.

    Included in this discussion should be the ID and number of Western Universities very dependent on Chinese student tuition and fees. As I understand it, some of those schools are in financial difficulty as China is not sending nearly so many students to those schools. Which means our home grown skills were being sold away for relatively little value.

    Perhaps Xijing ping knew it would create the difficult circumstances for the Chinese born researchers, but it also encourage them to return to China. He may have weighed the trade-offs, thinking that these researchers will now do more good in China than staying in the US, since China is already leading in most of the high-tech sectors and could use all the extra talent to accelerate its transition.

      Yes, I graduated top university in China about 40 years ago and more than 60% my classmates came to US to attend graduate school and no one returned to China that time. Now you can see more and more Chinese students return to China after graduate.

    the Chinese who choose to stay in yankistan has to live with their decisions. China doesn't need them to advance and they should pay back for their education received freely in China. they should pay at the same rate they would pay in yankistan. if they don't come back, why should China subsidize yankistan to produce talents for it?

    So the USA chose to restrict China's technology advances by hitting the American Chinese talents in USA and making their lives difficult.
    This is overall very good for China and USA can continues doing it.
    However today is not like yesterday...many Chinese universities are as good as the American Ivy Leagues and China is producing much more talented STEM graduates than USA can do so.
    Time is on the side of China.

    US had brain drain from all over the world. China is included. Myself is a part of it. But I think it is an easy task to do.
    1) student are welcome at the University level. At the admission, law related to the research, publication will be a part of the admission statement that the student would need to sign
    2) graduate level and Ph D and post-doc level research program usually including, patent, publication related policy, adding more in relation to the law and potential prosecution of those who dare to breach.
    3) university should run induction on those issues to all students especially to oversea students, like induction course to chemistry lab.
    4) US should not stop Chinese scholar to return giving the scholar should be free to go if no piece of information about what that person does. This is similar to the common law principle that an employee can walk away giving that person only bring information in his head not with his body.
    This resolves some of other problems to the Chinese scholars, usually, law is not highly regarded subject in China. Even if a person has a Ph D, he/she might have little sense of it.

    The Chinese who go to US are not the best. Entry to Chinese universities are very strict and competition very high. Carl Zha himself an immigrant to US, could easily get into CalTech while he found great difficulty getting into Xinghua. There are not enough places in China for everyone which gives the impetus for going to US/EU. Chinese place great emphasis on education and go to great lengths to get their children or themselves into higher education. There is a trend for Chinese to return to China because China can now offer them plenty of grants for their research, and high salaries for their effort. Add to that is the blatant xenophobia and racism occurring in US and other Anglo Saxon countries. Western MSM is full of such news and is driving many back to China. This push-pull effect will get stronger as American politicians play the race card to get votes. The biggest fear is the repeat of what happened to Japanese in US during WW2. Right from the outset of WW2, all Japanese were rounded up and interned behind barbed wire for the duration of the war. This destroyed their lives and careers and all had to start from the bottom after the war. This time around, if shooting starts between China and US, the Chinese in US will not stand by and be incarcerated because of their race. This time around, they will fight for their rights. This might trigger wider racial riots when pent up emotions rise to the top. There are more arms than people in US. This is a recipe for civil unrest if the govt of the day decides to go all the way against China. There are more than 5 million ethnic Chinese in US. Enough to create and trigger civil unrest.

    A question American need to ask themselves: where do you wanna this relationship? China is emerging and will pass US in term of economy and competing for Market. That doesnt mean US becomes a secondary country. It will still be much richer than China and most of the nations. What do you want from China?

      The Chinese lead in 37 out of 45 technological areas according to ASPI the Australian Strategic Policy Institute so there's no reason for Chinese STEM students to go to the West anymore. Even Western scholars are taking positions in Chinese universities.
