Massive war-time debts put harsh limits on what cautious governments could offer. These same debts dramatically reduced State spending on War Office spending; and thus the down-turn in spending hit the employment of casual workers, then of labourers, and even of skilled workers. Nonetheless, huge paper-fortunes were still to be won in gambling on investments, especially on bank funded commerce. A new South Sea Island bubble burst, leaving the middle classes broke, and the State technically bankrupt .. though Printed Money more or less hid naked truths of that reality. We have not even yet come to terms with the facts of State-run economies, the use of paper I-O-U currencies, or how much a government's policies (and how well or badly they are implemented) affects all but the mega-rich/ powerful. Sorry Mr. Green but I think this piece has been poorly mistitled. Hardly a mention of the 1920's. The British economy had real challenges after the war.
