It depends what the hat is made of. Cowboy hats are generally felt, felt is made out of hair, hair shrinks only when it looses moisture, felt is soaked and pre-dried to make a solid shape, they do not shrink, nor can you stretch them. They can deform if soaked and improperly dried, but normal rain and snow will not shrink a felt hat. However having said that, the sweat band can shrink if soaked, and improperly dried, so its always best to place a wet felt hat on a hat block to dry to prevent deforming and the band from shrinking. So it is entirely possible the hat did not shrink if made of felt, but the band itself shrunk reducing it a size.
Oh yeah i have a couple felt hats that hat gotten wet and left on the dash of my truck and the band on the inside had shruck to where it no longer fit,so its quite possible it is and the band couldve just shrunk
