Gaming laptops are indeed best for coding/programming. But even non-gaming laptops can also be best for programming, you'll just have to check properly the specs of non-gaming laptops. Their difference is gaming laptops automatically comes with a GPU (dedicated gpu which is good for intensive video editing, 3d animation, high-end gaming, etc. ), while non-gaming laptop only has integrated gpu which is only good for light editing and light gaming. So if you want a versatile laptop that can do much then go for a gaming laptop, otherwise if you just want to do coding then non-gaming laptop will do. I hope this helped you.

I think the low fps is due to 1 ram stick, it's not able to use dual channel, If we add one more stick it should drastically increase the frame count
