I was curious too, so i used Google streetview to look at that area. It looks to be under construction, with finished fence at the highway above. This is a traffic safety fence that is installed to prevent the vehicle from falling or entering the railroad tracks anymore. It is also used on Japanese highways and general roads. So, if you see that fence from the road, don't enter the railroad tracks.
This is a fence to prevent the train from falling due to crosswinds. In the video, it is only the skeleton, but in the windy season of winter, the part of the wall folded underneath unfolds and the train is pulled from the wind and snowstorm. will protect

元々は旧国鉄矢島線で、始発駅から終着駅迄は1閉塞(スタフ閉塞)と鉄道本で紹介されました。転換後に行き違い設備も新設しました!
情報ありがとうございます。第3セクターのほとんどはもともと国鉄やJRの路線だったのですね
