The Coating Technical File (CTF) is a document, either in paper or electronic format, or a combination of the two, required formed by the IMO Resolution MSC.215(82) “Performance Standard for Protective Coatings of dedicated sea water ballast tanks and double-side skin spaces of bulk carriers”, also known as the IMO PSPC. I think the coating tech File is not connected to AFS. Once again, thank you for this informative video.
