People In San Francisco Are Pissed Over Electric Scooters (HBO)

  • Inspired by Uber and Lyft - and even hiring some of the rideshares’ executives - a handful of companies are scattering electric scooter across cities first, then waiting for the law to deal with them.
    It’s an idea promoted by former Uber CEO Travis Kalanick called “principled confrontation.” Euwyn Poon, cofounder of electric scooter company Spin, refers to it as “innovating on the regulatory side.”
    City officials called it something else: “illegal business activities.”
    In Santa Monica in September, Bird put scooters on the streets, allowing customers to unlock them with a proprietary rideshare app.
    Santa Monica responded by filing criminal charges against the company, which were ultimately dismissed when the company pleaded no contest and agreed to pay $300,000 in fines.
    In San Francisco this month, the electric scooter companies, first LimeBike and Spin, then Bird, again distributed scooters across the city, and all three companies have argued neither city had rules in place to regulate their particular mode of transportation.
    The companies see it as an emissions-free solution to the “last mile” often walked on foot or taken on a rideshare after using public transit.
    Residents complain that riders take the scooters on sidewalks and leave them parked across sidewalks, blocking ADA ramps and tripping unsuspecting pedestrians.
    Since their rollout, the companies have been negotiating with Santa Monica and San Francisco on how scooters should be regulated, and how the companies can get their riders to follow the rules.

      As it uses electricity (which in large parts come from coal, in the US at least), the idea of it being emissions-free is outright idiotic and naive - in fact, these scooters have made what was once emissions-free (that "last mile") an act that now pollutes as well. It's a solution to (and cause of) what was a non-existent issue.

      I think it’s a good idea just not well implemented. In my city and many others there are bike rentals that have stations throughout the area and it makes it very easy to grab one and get to where you need to go. I think where the scooters fall short is not having infrastructure in place to safely dock and protect them. Leaving them on the side of the curb or sidewalk is just stupid. Having specified docking stations would get them off the sidewalks but could also protect them from things like vandalism, similar to the bike rentals. If something like that were in place people would be more welcome to them, especially because they have a smaller footprint compared to bikes and are easier to use. All in all it’s a great idea just shitty implementation.

As soon as minorities start making decent neighborhoods that’s when tech people come in, rent goes way higher than the original tenets can pay, and they have to move away to another neighborhood.     The "law" is you don't need a license for anything that goes less than 25 MPH. Helmets are optional, and lack of parking is the city's fault. It's the government that clearly needs to adapt.

      I live in LA we have other issues too, but the main issue with these are people not following traffic laws which means they're cutting off cars by going through red lights and so forth and running over pedestrians. As cities with high tourist numbers it's not exactly beneficial for the bottom line and people aren't using them as intended which is to use them for the last mile as they say they should be used for. They are fun and convenient, but where's the line? On top of that some people in the communities just see them as extra pollution on the side walks since people will leave them everywhere. I'll admit working in Santa Monica I can see where people have issues with them then I go home to Studio City where they really don't have any around on the side walks and it's fine I don't have to worry about anyone hitting me or my dog when I'm walking. They need to use the bike lanes and follow traffic laws, but how does a company regulate human error? They almost can't and police won't do much for people breaking laws like this because they as others have indicated have larger problems to deal with. This is most likely going to result in city wide votes to ban or keep them to some degree and the companies will have to think of a solution and soon.

    This video has an enormous amount of loaded language designed to manipulate your opinion. Words like: "scourge", "run amok", "invasion", suggesting that someone who has invented a new product needs to have "hearings" or "permission" from the government before they engage in consensual transactions with other people.
    More manipulative language: They "dumped" their products on the street, "people hate them", "pissing off city officials", "unregulated", "angry municipalities", "enraged citizens", "Do you know better what cities needs than the city itself does?"
    In preemptive defense of myself I have never ridden a scooter in my life, nor am I against laws that control where these scooters may scoot, but when I see a propaganda video that attempts to manipulate with loaded terms that are either outright lies, very debatable, or half truths I think it is right to point out this nefarious activity.

    The Issue is not the scooters but the fact that none of the companies have scooter disposal/parking infrastructure like bike sharing programs like those in NYC have. People are just leaving the scooters anywhere. The main reason they dont have parking spots is because that cost $$$ and to lease land in 500+ locations in the city will probably make them go broke. So instead these companies are just cutting corners and their customers are just leaving their bikes where ever they want on property the scooter company doesn't own!

      Well they shouldn't be riding them on the sidewalk but requiring a driver's license and helmet is pretty dumb. I just looked it up and anyone under 17 in cali is supposed to wear a helmet on a bicycle. It makes me wonder how old that law is because when I was a kid there in the 90s I used to ride everywhere without one.

      Pikachu that's why they AREN'T bicycles!! the visibility. some form ol bike would be IMMEDIATELY taxed and/or legislated against, due to the higher (much higher,) profile they cast with users ACTUALLY hitting the open boulevards.. duh!! these devices kinda NEED the sidewalk to be viable in their use. another commenter here says seniors should get their mobility scooters out of the way. wow. where i am in westchester new york, i don't encounter those. thankfully.

    These scooter rentals aren’t a bad idea. The only problem I see is that there needs to be a better way of parking them when finished. The video clearly shows people able to get to their destination much faster than walking

      In Germany I saw the exact same system on bicycles, not only no one complains, the government actually incentives people to use them. The only problem I see here is public behavior, both the ones that use the scooters and the ones that don't.

    Really!! San Francisco is one of the nastiest and worse places I've visited and they are worried about electric scooters?? How about worry about the drug heads? How about worry about the massive amounts of homeless? How about worry about the fact you can't leave your car there without it getting busted into? We currently have a global problem with pollution and these companies are a small step in the right direction to help eliminate some pollution in San Francisco and people are upset?? WTF is wrong with people? I suppose they will be mad at people with electric wheelchair soon!

    I live in San Jose and I rode this when my car broke down and was in the shop. My younger brother lives far from school and when no one can pick him up he uses the scooter to go home. These scooters have helped a lot to be honest and grateful for it. Sure they have issues such as trying to park them, but hopefully they can figure that out because this is a great idea to reduce gas emissions. Also make them go 15+mph again! lol

      Well, as a "boomer" I believe some of those tech people and innovators are doing some good things, however, many of the entrepreneurs and techs in Silicon Valley are taking business away from others in a big way with their inventions/ideas. They are smart, however, some seem to have such dissonance when they speak about their inventions, start ups, etc. and do a good job of double talking when they answer the interviewer's questions, plus they do avoid paying taxes, have less overhead due to being internet and app businesses so they don't have to pay rent on office space, and most are non union, and some companies don't pay their workers a living wage, (like Amazon warehouse people and Uber and Lyft drivers, who have to pay their own gas, insurance, use their own cars, etc.) while the CEO's make billions. Internet and app driven businesses are killing many other traditional businesses at an alarming rate. That in turn, causes job losses, leaves tons of people out of work, or doesn't pay a living wage to people who work for these companies who are on the lower rung. How moral is that? It only widens the gap between the super rich and the rest of us.

    I mean they are silent and they produce no exhaust smoke. They are portable. You don't have to sweat on a bicycle when you are in a hurry to your job.       It's not a design flaw, if people 'zip in and out', it's being used incorrectly.Riders should follow the rules, abide the laws, use common sense etc, but that's true for bicycles, rollerblades, even runners.
      It's a smart way of transportation, even if some scooter riders don't use them in a smart manner.
      Surely they faced the same problems, when horse carts, bicycles, cars started to be popular. They have to be regulated, not banned

    I agree they don't belong on a side walk and neither do bikes. Zipping along? Nah, they don't look like they go that fast. You can go much faster on a bicycle. I don't agree you need a license for a slow electric scooter, and a helmet is just laughable. If people used them respectfully there wouldn't be a problem. Unfortunately people tend to abuse just about everything.

      No they don't. Ask any one at the DMV and they are supposed to follow ALL traffic rules just like any other motorist. Anything with wheels belongs in the road. (except for wheel chairs)
      It's called a Sidewalk, not a side ride. Sidewalks are for PEDESTRIANS only moving at walking speed! They are not for skateboarders, roller-bladers, electric scooters, horses etc. They are for human feet, only!
      Bikes might not have an electric or gas engine/motor but they can go much faster than walking speed, thus they belong on the road! It's the LAW!
      You don't see bicycles on the highway because it's hard to sustain 65 miles an hour on a peddle bike mile after mile. Highways were deliberately made for cars to cover vast distances without having to put up with stop signs/lights, pedestrians bicycles and everything else you have to deal with on surface roads. Smaller surface roads were made for horses and horse pulled wagons. Then came bicycles before motor cars. But people have always walked and sidewalks have been around for a while and they were built to have a safe place to walk along houses and other buildings, but they were never made for bicycles. A cop will give you a ticket if he sees you on a bicycle on the sidewalk.

      no, those are called pedestrians, Motor vehicles belong on the road, bicycles and skateboards belong on the sidewalk. They are not only a hazard to themselves but to to others because they simply can't compete with a 3000 pound car driving at 30-40 miles per hour and causing traffic 10 miles long because they cant peddle as fast. since the the first bicycle and unicycle they always belonged on the sidewalk since they move slow enough where they could easily stop or swerve out of the way of pedestrian traffic. Walking speed is arbitrary, what about people running? do they belong on the road because people are walking? Get your head out of your ass and stop eating glue.

    If electric skateboards and scooters become common, the impact it will have in reducing pollution will be great. Stuff like this is a step toward a better future, but all the old people try to drag progress by attacking innovators. However, I do agree electric scooters should not be on sidewalks, it just raises risk of an accident. They should remain on bike lanes and if there arent any the govt should start making them for a better environment.

      I agree. I'd ignore all the older people. They are new to the city by me and when I was walking there, I almost got hit by one, so your correct they should go in the bike lane. When I was there I saw a sign that said they must ride in the bike lane though but not sure if its enforced.

      It's selfish to ride on sidewalk in downtown walking area especially where there are cycling lanes. It's shows you're an egotistical ass with disregard for others yet it is now widely acceptable behavior in these divided states of America. 2020 showdown is coming and it won't be just an easy Trump wins and America is truly great again kind of thing you know for we do all know in the back of our mind, it's all wrong so people are acting so greedy, selfish, entitled, and stingy running circles around one another and even hitting people out for a stroll. The police are out, but not enforcing basic laws for fighting, shooting, and road fatalities are a big concern. Welcome to New Europe on the verge of repeating the 1930's. escooters won't last that much longer once they make their money this season off the banged up broken dirty bunch of disposable things. I don't expect to see much again or for it to work out like it did being a hot new thing where they'll lose next year if they roll new ones out in world cities after Winter 2019.

    Any form of transportation that gets people from point A to point B while at the same time being environmentally friendly is a good thing! As more and more people begin using scooters as opposed to vehicles as forms of transportation that becomes a huge problem from a regulators perspective. Those with vehicles are taxed heavily every year. Those with scooters are not taxed at all. Complainers, no one is against a few safety regulations. That's a good thing. But don't give the state an excuse to tax those with scooters! Regulators, are constantly looking for new and innovative ways of taxing people.

    TBH these things will struggle to go faster than 15mph unless they have very large moters and high capacity battery packs. I think they should be allowed wherever bikes are permitted to go. It's not the companies fault if the riders are being retards. A better approach by the city would be to talk to the companies about making sure their customers are aware of safe riding practices (something these companies probably already do tbh). These scooters are great fun and and push for a less polluted future. Would be a shame if they all got banned...

      15mph is pretty fast on a sidewalk. Bicyclists are usually very modest with their pace on pedestrian thoroughfares, and they have the advantage of being human powered and therefore bound to a brain in the social space, as well as being bigger and tending to go in a straight, predictable line. Scooters are "squeeze to go faster" and tipsy, and most of the riders on video were going too fast for pedestrian intermingling.

      Old people don't hate technology, but when you're in your eighties and using a walker a collision with a scooter could literally be the end of the world for you. Same if you're six-years-old. You need to understand that. The public space has to be safe enough for women and children and old people and people in wheelchairs etc..
      But they should also give it some time to see if it works itself out. Sometimes it just takes a little time to get used to new technology...

      Facts! I work in Santa Monic and almost killed someone the other day on one of these they aren't following traffic laws at all...at least bikes tend to stay in bike lanes and pay attention. I was also working in Westwood the other day on a side job and it really seemed like that area alone had about 500-600 bikes around the area. I was talking to someone who charges the other day and they estimate 4000-5000 scooters in the main city areas. I live in Studio City so not so much a problem when I'm home. The fact is is it an over reaction or did the people reacting get hit or almost hit by one of these things? It's going to end up going into a city vote. Bird is trying to buy their way out of a ban it should be interesting none the less to see what happens.

    I think these are great, it cuts down on the excessive cars in the street not to mention the emission problems, everyone says "go electric" and when a company "goes electric" and is making lots of money, they change their minds and now "pay a fine" or "get permits" and a "license to drive" do MOBILITY SCOOTER users need a license? I have a mobility scooter and I can' imagine needing a license and/or a permit. Yes it's different than these scooter and there should be a designated place to park them or charge their cards for none proper return but to ban them is ridiculous.

      I think its good too, but the issue lies in some of the people using it. When these scooters reach more than 80km/h on expressway and compete against cars on road, that is an issue. When people speed on them on pathway and knock someone down, causing permanent damage, thats an issue.
      The issue is about the people who use them and regulate them. Or basically, learning how to be a decent citizen when using them

      In dense areas it has been shown that reducing vehicle traffic, aka automobiles, increases local business and reduces fatalities. I think it's Barcelona (might be wrong but its somewhere in spain/italy) that has completely removed all motor vehicle traffic in certain areas of the city and it's been a major success in terms of business and fatality reduction as well as commute time for people that work in the area.

      There are giant segway "heards" in several cities that I've been too, the biggest I saw was in chicago of about 200-ish people at the 5 o'clock rush.

      Sparka J the mode of transportation is not the problem with these scooters its the fact that people just park them where ever they feel like and just leave them there. They are really starting to clutter up my neighborhood. Its also not cool for these companies to just dump their scooter on streets without asking city officials permission first. There was a renta bike company that actually partnered up with the City of San Diego to install these bike rental stations in certain locations throughout the city. I have no problem with that set up because the bike have to be returned to one of these designated stations so there is no clutter. Now alongside these scooter companies there are new rentabike companies that did not partner with the city and operate the same way the scooter companies do. Bikes and scooters just laying around everywhere is an eyesore and in some cases a safty hazard...

      Zeksteve pretty sure none of the red states are responsible for the sushi I eat. Also pretty sure the trash that live in those states have never even eaten sushi (are you REALLY acting like they're the only places that produce food 🤣). I drive a Japanese manufactured car and red state hicks hate anything foreign produced almost as much as they hate gay/trans people. Also, I THINK slaves were primarily responsible for our railways. Actually, they definitely were. So I'm not really sure if you want to try to take credit for anything related to trains. I don't take busses by the way. If I'm taking public transportation, I'm using uber. So that just leaves you with planes I suppose. Congrats on that milestone. You have that along with crippling poverty, restrictive and regressive civil rights laws, embarrassingly bad education and a reliance on blue states to subsidize everything you people need (because everyone in red states is either absurdly poor or has money, but just doesn't pay much in taxes.)

      Bikes are street legal. DOT requires white front reflector, red rear reflector, side reflectors. At night a headlight and taillight. These scooters are geeky toys.

    They aren't marketing this right at all. They need to Market it as a green initiative and also something that will reduce traffic and make everyone's life better. Where this done properly it might actually be really cool. At least I would love to see something like this in my own city of Indianapolis.

      They are NOT a green alternative. At all. The system requires gas-guzzingly trucks to drive them around many miles, drop them off, and pick them up every day. Plus they are disposable and last an average of two months. They do not represent a green transit alternative they represent hyper mass disposable consumerism.

      When I was there in 2014, I considered buying a push scooter, but decided to not relocate there for it's truly a horrible shithole city. Are escooter actually powerful enough to handle the hills of SF? We have them in Salt Lake City and they zoom along up to 25mph for it's flat in the valley. Few seem to respect the rights of others whether on scooter or in a car. It's gotten crazy. Now I wish to leave Salt Lake Shity for it's not good anymore unless your 6 or 7 figure job requires you to be here.

      @@frog9304 I for one think it is actually a great idea. I am paying 600-800 bucks a month on insurance 200-700 for less than a week worth of parking a month and 200-300 on gas. Just because, I refuse to spend over 2.5 hr every day going to work or ride the slow public transit. Car ownership costs me over 2k a month and the scooters seem like a great idea especially since I live less than 10 miles from work. But I do agree this guy's youtube channel seems terrible.
      You might say: wait a moment if it is so expensive why don't you just ride the public transit to work? Well, public transit is unreliable so I tend to leave 20-40 min early just to make sure I can get to work in time, and since the transit time is 2.5 hr with equates to 45-50 hr+ a month in time wasted on the road that could be saved if I drove. Given that I can earn 97 per hr pre bonus and pre-tax it would be more financially wise for me to drive accounting for the cost of car ownership.

      I seen how they regularly fill up the subway escalator with shit at Civic Center where the UN and Tenderloin are located. The escalator is regularly out of order and these Parisian toilets didn't work as intended. If you got inside one, it would immediately go into automatic wash mode opening the door requiring one to run instead of pissing. That Startbucks a few blocks up Market street was the only single toilet to piss in in the entire area! Paris is crazy, but SF is insane. In Paris, they rolled out these little piss urinals with no privacy so one can go in public, but it not be a drug and sex stall which should work out. Seems SF would be a hot ANTIFA base looking to kick off the 2nd American civil war. yes that...

    The state laws treat electric scooters the same as bicycles so these people riding them need to operate them in bike lanes and on roadsides same as bicycles not on sidewalks .

      People can operate bikes on sidewalks numnuts. Kids do it all the time. There's no reason an adult can't ride a bike on the sidewalk too. What's important is that you NOT RIDE THE SIDEWALK as if you were ON THE STREET, meaning, you don't drive 15 mph blasting past door ways and accosting pedestrians. Basically, if you're on the sidewalk, you ride at a walkers pace. If you're trying to pass somebody who is going in the same direction, then you might ride at a speed walking pace. But you don't ride at the pace of a pedestrian sprint and you surely never ride at the pace of a biking sprint. And if you do, then you're liable for whatever mayhem you might cause on the sidewalk. That's how America works, which might be of interest to you folks from Commiefornia. When somebody PALPABLY INJURES another person, being they LIABLE for those injuries, they can be forced to answer those charges in court and a judgment toward remuneration can be levied. That's how Amierca works. And this is how Nazi Germany works, YOUR PAPERS SIR! and arbitrary dictate against all manner of noninjurious behavior and characteristics. Essentially Nazi Germany works by criminalizing people who ride scooters, regardless of how safe they do it.

      You might want to check your local laws there, Daniel. I know in my municipality, there are places you cannot legally ride a bicycle on a sidewalk and you will be ticketed. (And yes, most of the footage here would be considered 'not legal' for sidewalk riding) Also, looking at San Francisco's bike laws (yes, they have them) it appears to be illegal there as well.

    I got hit by a car while on an electric scooter by a person who made an illegal u-turn as I was almost past them. I'm sticking to the sidewalk from now on (sidewalk speed is limited but getting hit by a car will completely halt an otherwise great day)

    As someone who used to love visiting San Fran let me say that it’s not the scooters that ruin the city, the junkies shooting up everywhere, fecal mater, homelessness and litter have destroyed the city. I can’t even use a restroom in a restaurant that I bought food at because of these problems

    I think this is a great solution that could really be a major factor in both traffic reduction and emissions. Surely the governments should be looking at how to get these things out there safely instead of moaning about it, I mean find solutions why get stuck in the mindset of "problems".
