One practical code that would have helped is if people in these high-fire areas who have swimming pools were required to add a pump system to help in case of a wild fire. The real problem is the corrupt, bloated municipal governments that don't prioritize the actual welfare and safety of the population - but waste their time on overly-complex internal procedures and wasteful pet projects. I've been an architect for over 30 years, (and also lost my own house to an electrical fire.) This fire is a total catastrophe that could have been greatly mitigated if the people in charge were just doing their jobs. The lone surviving house’s owners are lucky, only in that they will be able to retrieve belongings. The house itself won’t be worth staying in because restoring the damaged water, power and sewer infrastructure necessary for that one resident won’t make any financial sense.

Or unlucky... the last thing you ever want is the only house standing in a burned out neighborhood. There will be no power or water for years, and the entire area is now poisoned with heavy metals and other chemicals from all the computers, electronics, and electric cars that burned.
