Me personally, I can turn lights on and off in my dreams, as in I can dream that the lightbulbs are switching on and off, but the vision stays the same dimness.
I watched it on TV when I was 13 I guess.. That scene was popping as a dream out of my head but I could not remember the movie... I used Google and Now I am shocked..

It's true, I just tested this..I woke up a couple of times but it was fake bc I couldn't turn on the lights and then when I finally woke up turn the lights on and check the time, it was 03:03 am🤐 ..not to mention that a close relative who passed away was in my dream,standing in the dark for a brief moment and asked me to wake up bc someone will be looking for me this morning to fix some documents 😕😢 Forget about not being able to turn the lights off, not being able to turn them on it's worse x( All the lightswitches are disfunctional in the dreamworld and it was frustrating; idk who is responsible for this but it's not funny x(

If you slow it down, you'll notice that the word "on" is on both sides of the light switch.
