This error has nothing to do with the website being harmless
SSL certificates are used to prove a server is who it says it is
If the certificate from the server, and a certificate authority does not match, then there may be a man in the middle attack

Not too sure how much harm malicious websites are able to do, I'm sure google would be happy to tell u
The error is purely just the browser saying "we can't tell if this site is the real site ur trying to get to"
There are cases where the error doesnt come up and the site is still a scam, like people pretending to be a Microsoft call centre. This is cos the SSL certificate the website provided, and the one the scammers bought from the certificate authority, match... thats it. Doesnt mean the site is safe, just that the server is who it says it is
And there might also probably be cases where the site is safe and the site owner can't be arsed to spend money on a SSL certificate, like someone learning to code and making a personal project, and doesnt want to fork money up buying an SSL certificate just to have the message go away
