The characters keep calling it a vaccine but how they describe it makes it sound like a course of antibiotics. Or something that needs to be taken indefinitely.
There are alot of vaccines today that need refreshing every few years. I cant think of one that works indefinitly.. And those that you get only once are against deadly child diseases Antibiotics on the other hand should only be taken if necessary (against bacterial infection) they also kill your gut bacteria and can produce resistent germs.
From what I remember because of the cyberbrain tissue hardening inside of the case it was impossible for any normal treatment to deal with it, when this thing came around it very much was able to deal with this new problem for the cyberbrains, so it would be seen as a sort of cure. Kind of like how most antibotics for a time were seen as a cure to what even sickness humans had, that being said your not wrong, it does sound more antibiotics then a cure hell the guy who shut down the project was still taking this cure even into his old age and still had the late stages of his cyberbrain hardening. It more or less from what I got really slows it down or stunts it progress a bit.
