As someone who has watched the first season but nothing from the manga. I feel like the explanation for him having 0% maybe is because he can transform to a kaiju, the one inside him is probably different than the ones used for the suits which makes him incompatible , but thats just a theory they dont explain it. He is part kaiju as we can see and the suit wants to become part of your body, if they are different kaijus then it will make sense why his power is 0%
I mean, it literally stated that their vital is under monitored in the suit, if kafka use any of his kaiju power even a bit, it will be detected, and kafka aware of that
