Can you use apple cider vinegar instead of white wine vinegar?

Yes you can. Just make sure the acidity of the vinegar is at least 5%.

was that fresh garlic or can I use frozen garlic

I used fresh, but you could also use frozen. Just make sure it is fully thawed out before you start.
